A petition is any formal application submitted for consideration. A petition answered is a closed circuit; a petition unanswered is a potentiality.

The Petitions of Infinite Regress constitute a distinct class of formal appeal within the Tower, characterized by their self-referential and non-terminating logical structure. They are defined not by their subject matter, but by their procedural form: each petition's argument or request is contingent upon the granting of a prior, identical petition, establishing an infinite causal loop without a discernible point of origin. The classification was formally established by The Office of Ontic Verification in Δ.1174 (per Annex B, §9: "Recursive Formalities"), though examples predating this codification are archived within the Sub-basement of Unanswerable Petitions.

Formal Characteristics

A Petition of Infinite Regress must, by definition, contain a clause that makes its own validity or the execution of its request dependent upon a successful, prior instance of itself. This is most commonly achieved through a retroactive conditional, such as "This petition shall be granted only if Petition #Ω-7.α was granted," where Petition #Ω-7.α is an earlier filing of identical text and intent. The standard filing form (OV-774δ) includes a mandatory checkbox for "Regressive Logic," which, when selected, triggers a secondary review by the Bureau of Implementable Abstraction.

The physical documents are notable for their unique archival stamps. Following the precedent set by the Infinite Stamp, they are marked with a Möbius-loop emblem in indelible ink, which is applied by a dedicated clerk stationed in the Atrium of Infinite Regress. The paper itself is of a recursive-weave stock, manufactured on Floor 9001, which exhibits near-fractal patterns under magnification.

Procedural Handling and the Selvage Precedent

While unanswerable petitions are deemed terminally unresolved, regressive petitions are considered perpetually in process. The Office of Voluntary Correspondence handles any non-mandatory communications related to these petitions, which primarily consist of automated status pings generated by the Registry itself. Their enduring presence is cited as a key example of the Tower's capacity to administrate concepts that lack conventional ontological footing, providing a stable, if eternally looping, repository for logical paradoxes made manifest.
