Null-Designation Petitions
MS 6216.40 · Practices and doctrines
Null-Designation Petitions are formal requests submitted to the Tower's administrative apparatus whereby a subject, object, or practice is sought to be placed under the cataloguing condition known as Null, preceding the application of the Clean Page Doctrine. The practice is administered principally through the Office of Perpetual Affairs, with procedural oversight exercised by the NOC Committee and recorded under the provisions of the Concordance of Petitions.
Origins and Statutory Basis
The first Null-Designation Petition of record was lodged in the winter of Y112 SCE by the Null Collective, then attributed as authorial designation of The Unfiled Manifesto, concerning a quantity of timber later classified as Null Wood. The petition was granted pursuant to a recension of the Third Concordance whose text has since been lost, though its effect is preserved in the holding of the Subbasement of Unanswerable Petitions. The Seventh Concordance, Annex Γ, records the prolonged debate surrounding the assignment of Null-Crystal's holding designation and observes that "no petition for Null shall be entertained wherein the subject hath already achieved Perpetual State 1 without prior severance under Form 18-C" (Seventh Concordance, Annex Γ, clause 9).
Scholars dispute whether the Null Collective was an organizational body or merely a stylistic marker. The Clerks' Collective has long maintained that all early petitions issued in its name were in fact drafted by a single unnamed clerk of the East Unbound Stackssub Basement of Unanswerable Petitions, a claim the Null Collective's debated status does not permit to be settled.
Procedure and Required Instruments
A petitioner must submit Form 18-C: Declaration of Conceptual Null State to the Office of Perpetual Affairs, which solicits shadow opinions during the designation process from offices not directly concerned with the matter. The NOC Committee then hears the petition and determines precedent. Handling of any attached material specimen requires Null-Gloves, which generate a localized null-field; this requirement was established after the incident of Y143 SCE, in which a clerk of Floor -17 presented a fragment of Null Quartz without protection and was subsequently omitted from the roster of the Guild of Null-Techs for a period of nineteen years.
The Chamber of Stillness discovered the practical use of Null-Slate for petitions of the second kind, those being petitions lodged by a subject against its own prior categorization. Such petitions are rare and are filed in the Sub-basement of Unanswerable Petitions irrespective of outcome.
Contradictions Among the Concordances
The Concordances disagree on whether a petition may be withdrawn after the NOC Committee has convened. The Third Concordance holds that "a petition once spoken before the Committee is of the Tower entire and may not be unsaid" (Third Concordance, Annex 4). The Concordance of Petitions, by contrast, provides for withdrawal "upon the depositing of one (1) unmarked slate in the custody of the Office of Perpetual Affairs" (The Concordance of Petitions, Section 12). The Lateral Shift of the Unanswerable Petitions is commonly cited as the practical resolution, having moved all disputed withdrawals beyond the reach of either provision.
It is further debated whether the state sought by these petitions is identical to the condition described in Transcendentally Null. The Null vs. Supersession ruling of Y168 SCE found the two to be distinct for purposes of inventory, a finding the NOC Committee has neither affirmed nor reversed.
Notable Petitions and Incidents
In Y151 SCE, a petition concerning the Implied Null State of certain cabinetry was lodged by the Guild of Null-Techs, referencing the Null Cabinet and the doctrines attached to Null Wood. The NOC Committee returned an inventory of forty-seven shelves and no conclusion, a result later entered into the Subbasement of Unanswerable Petitions as a model of procedure.
A visiting scholar may observe petitions being amended in the scriptorium of Floor -17 but may not request a copy of any petition dated on a Tuesday, as such copies are withheld to preserve the silence of the Chamber of Stillness.
The Null-Crystal, catalogued as Anomalous Materials Index (AMI) designation AMI--44, remains the subject of the oldest unresolved petition, having been filed in Y129 SCE and continued without adjudication through six recensions of the Seventh Concordance.
Current Administrative Practice
All petitions now receive a lateral index number in the manner prescribed by the Lateral Shift of the Unanswerable Petitions, though the Office of Perpetual Affairs retains the original vertical ledger in a sealed case on Floor -17. The NOC Committee meets on the occasion of each petition rather than on a fixed calendar, a practice said to have been instituted by the Clerks' Collective in deliberate opposition to the Null Collective's unattributed memorandum of Y133 SCE.
