Precepts of Perpetual Adherence

MS 4611.38 · Documents and ordinances

The Precepts of Perpetual Adherence constitute the formal doctrinal codex governing the proper execution of litanies, recitations, and procedural invocations within the Tower's administrative and cataloguing functions. Originally codified in Year 142 of the Tower's administrative calendar as an annex to the Litany of Adherence, the Precepts were elevated to independent Concordance status (Annex 44) following the schism that led to the formation of the Division of Procedural Adherence. The document is chiefly concerned with the conditions under which a spoken or written declaration achieves declarative self-substantiation.

Structural Composition

The Precepts are organized into three primary Spheres, each containing a variable number of Apertures and Clauses. Sphere Alpha addresses Preparatory Purity, detailing the required states of mind, vocal calibration, and environmental stillness prior to any recitation. Sphere Beta covers Performative Exactitude, including the precise enunciation, pacing, and gestural accompaniments mandated for efficacy. Sphere Gamma, the most frequently amended, deals with Consequential Verification, outlining the methods for confirming that a declaration has successfully altered the local cataloguement reality.

The most cited section is Clause 27 of Sphere Beta, which states: "The recitation is not a description of a state, but the engine of its inception. To speak the thing is to obligate the archive to contain it." This principle is often contrasted with Directive 12 of the Foundational Precepts of Cataloguement, which posits verification as the causal agent.

Core Tenets and the Three Conditions

The Precepts famously outline three strict conditions, known as the Conditions of Perpetuity, which must be met for a litany to be considered efficacious:

  1. Unbroken Sequence: The recitation must flow without pause, correction, or external interruption. A single cough, according to Aperture 9, Clause 14, voids the entire proceeding.
  2. Lexical Inexorability: Each word must be drawn from the approved lexicon for the subject's classification. The use of a synonym, however precise, renders the output a Perpetual Pending case.
  3. Intentional Collapse: The recitant must, at the moment of the final syllable, fully believe the declared state to be already true. This collapse of prospective into retrospective certainty is the most debated and least measurable of the conditions.

The School of Literal Adherence, from which the Precepts originated, holds that these conditions are absolute and inviolable. The subsequent Proceduralist School, however, argues for a gradational model of efficacy, a viewpoint explicitly condemned in the Precepts' Seventy-Seventh Clarification.

Amendments and Contradictions

The Precepts are a living document, subject to the Rite of Revision administered by the Office of Perpetual Affairs. Amendments are frequent and often generate direct contradictions with earlier clauses. For instance, Clause 401.7, which originally forbade recitation during a descending lunar phase, was struck out following the Kelman Syllogism incident of Year 210. The most widely accepted reconstruction resides in the Manual of Recovered Precepts, Spiral 33, Aperture 12.

These contradictions are not viewed as flaws but as a necessary byproduct of the document's attempt to codify a fundamentally unstable metaphysical process. The Registry of Perpetual Amendments, maintained on Floor 314, exists solely to track these changes and their associated custody sigils.

Practical Application and Jurisdiction

In practice, the Precepts are invoked to adjudicate disputes over cataloguing authority, to validate (or invalidate) newly declared holdings, and to discipline recitants for procedural drift. The Bureau of Perpetual Revision employs a corps of Adherence Auditors who monitor major recitations, particularly those conducted on floors associated with the School of Literal Adherence, such as Floor 2001.

Their jurisdictional reach is technically unlimited, but in reality is often contested by guilds favoring more pragmatic or constructivist approaches to reality-formation. A standing agreement, the Accord of Mutual Non-Interference, limits the enforcement of the Precepts on floors where the Constructivist Guild holds primacy, though the legal standing of this accord is itself a subject of perpetual deferral, as noted in the Scroll of Perpetual Deferral.

Scholarly Disagreement

The primary academic controversy surrounds the ontological status of the Precepts themselves. The Traditionalist School, whose tenets are formally codified in the Precepts, argues they are descriptive of a pre-existing law. The Revisionist School contends the Precepts are constitutive; that is, the rules exist only because the document declares them, and each amendment literally re-writes the metaphysical boundaries of the Tower. This debate is considered irresolvable, as any experiment designed to test it would necessarily violate the conditions of intentional collapse outlined in Sphere Gamma.
