The Proceduralist School
MS 1623.05 · Guilds, orders and offices
The Proceduralist School is the formal administrative and philosophical body responsible for the governance of sequential action within the Tower. It maintains that the ontological validity of any catalogued subject, and by extension its physical manifestation within the Tower's structure, is generated not by decree or description but by the precise enactment of sanctioned procedures. The School argues for a gradational model of efficacy, which is explicitly condemned in Annex IV, Precept 9 of the formal orthodoxy.
“A door is not opened by a key, but by the turning of the key. The door’s existence is contingent upon the turning; the key is merely the instrument of the contingency.” — On the Sequence of Means, Principle 3.2.
Historical Secession
The Proceduralist School formally seceded from the Literalist School (also referenced in older Concordances as the School of Literal Adherence) in Year 218. The schism was precipitated by what the founding cadre termed a “terminal preoccupation with static signifiers” within the parent body. Where the Literalists held that a thing is made real by its correct nomination within a Concordance, the Proceduralists asserted that nomination was merely the first step in a mandatory sequence of material instantiations. The act of writing “Stairwell Gamma” into a log, for instance, does not create the stairwell; the subsequent, protocol-mandated acts of inspecting the proposed site, filing three copies of the inspection report with the Clerks of the Incomplete, and affixing a cerulean seal to the final authorization dossier are what generate the stairwell’s functional reality.
Core Doctrines
The School’s hermeneutic focus is the exact sequence of actions prescribed within ordinances of process. Its central text, On the Sequence of Means, outlines seven axioms of contingent reality, the most cited being the Axiom of Emergent Hierarchy: “Procedure begets structure; structure, once begotten, validates the procedure.” This circularity is not considered a flaw but a fundamental feature of a coherent reality.
Key operational doctrines include:
- The Primacy of Filing: The School argues that the act of filing a Gate Dossier within Spiral 719 is the generative act of authorization for transit, not the Warden’s subsequent verbal approval. The approval is a confirmatory echo of the filed reality.
- Contingency by Stepwise Execution: Any outcome is held to be contingent entirely on the correct execution of each step in the filing protocol, as outlined in the relevant Concordance. Omitting or transposing steps does not produce a flawed result; it produces a different, often unforeseen, result entirely. The School of Applied Paradox frequently collaborates with the Proceduralists to catalogue these generative errors.
- Rejection of Implied Prohibition: The School is in constant doctrinal conflict with the School of Implied Prohibition, which holds that any action not expressly permitted by Concordance is forbidden. Proceduralists counter that the Concordances are catalogs of generative sequences, not lists of permissions; an action not described simply lacks a known procedural pathway to reality, rendering it ontologically indeterminate rather than illegal.
Administrative Heart
The School is headquartered in the Proceduralist Wing on Floor 4,102 (colloquially “The Sequential Atrium”), which serves as its administrative and interpretive heart. The Wing houses the vast Register of Instantiations, a log considered more authoritative than the original Concordances for matters of practical ontology. Day-to-day governance is exercised by a rotating panel of seven Senior Sequencers, who adjudicate disputes over procedural fidelity. Notably, the prominent archivist Kaelen Serrad was a graduate of the Proceduralist School, and her early work on taxonomical hysteresis bears clear Proceduralist influence.
Inter-School Disputes
The School’s gradational model of efficacy—the belief that reality solidifies in proportion to the completeness of the enacted procedure—places it at odds with several major traditions. The Functionalist School dismisses procedure as “narrative scaffolding,” arguing that a thing is real if it functions, regardless of how it came to be. The School of Static Ontology holds that all things are eternally real or unreal, and procedure is merely a method of discovery, not creation.
Its most persistent conflict, however, is with the remnants of the Literalist School. A ongoing dispute, now in its third century, concerns the reality of Floor 10,001. Literalists cite Clause 47.8.2 which states “Floor Ten-thousand-and-one is designated a Quiet Sector.” Proceduralists note that the clause exists, but the requisite procedural cascade—including a survey by the Progressive Cartography School and a noise-dampening audit—was never completed. Therefore, they argue, Floor 10,001 as a “Quiet Sector” does not yet fully exist, though the designation does. This has led to the peculiar circumstance of expeditions returning from a floor that, by Proceduralist measure, is only “provisionally real.”
Notable Publications and Influence
Beyond its core text, the School publishes the annual Annals of Sequential Integrity and the controversial Index of Incomplete Realities, which attempts to catalog all entities referenced in the Tower’s archives but lacking a fully realized procedural genesis. The School’s influence is most palpable in the lower administrative spirals, where the work of cataloguing new entries is treated as a sacred, reality-forging ritual. Its doctrines provide the philosophical underpinning for the work of the School of Particulars and have generated rigorous critique from the School of Latent Structure, which seeks the underlying forms that procedures merely animate.
