Conclave of Scribes

The Conclave of Scribes is the principal deliberative and electoral body for the Scribes' Guild, vested with the authority to ratify key appointments, amend internal guild statutes, and serve as the final arbiter on matters of scribal doctrine and succession. Its sessions, convened on an ad-hoc basis, are traditionally held in the Vault of Irreconcilable Holdings (Annex Gamma) on Floor 1998.
Composition and Convection
Membership in the Conclave is fluid and defined by a complex set of credentials outlined in the Seventh Concordance, Annex 12. It is not a standing committee but a summoned assembly. Core participants invariably include the five Master Scribes, the Senior Cartographer-Scribe, and the deans of the Dream-Scribes, the Scribes for Auditable Process, and the Scribes of the Internal Sea. Representatives from other scribal cadres, such as the Seventh Cadre of Measurer-Scribes, may be summoned based on the agenda. A quorum, defined as “the presence of those whose absence would render the proceedings void,” is determined at the moment of convocation by the presiding Master Scribe.
Primary Functions
The Conclave’s most publicly documented role is the ratification of high offices. As recorded, it ratifies the appointment of an Architect-Superior following a closed deliberation, dissolving the provisional status of the Office of the Architect-Superior (Vacant). Beyond this, it holds plenary authority over guild nomenclature, the certification of Quills of Concordance (though final authorization rests with the Librarian Conclave), and the resolution of inter-cadre disputes that cannot be settled by lower tribunals.
Procedure and the Recitation of Clause I
Proceedings are governed by the Ritual of Ordered Consensus. A session opens with the full recitation of Clause I of the Guild Charter of the Scribes, a practice also observed at the opening of every Conclave of Indexers. Debate is conducted through formal motion, counter-motion, and citation of relevant Concordances. The Conclave is notorious for its protracted sessions; the ratification of the 44th Architect-Superior in Cycle 721 involved 14 continuous days of deliberation, sustained by intravenous nutrients administered by the Scribes of the Internal Sea.
The Schism of Cycle 899
The Conclave’s authority was most severely tested during the events surrounding the Sultanate of the Silent Stair. Scribe-Provisional Tylus, citing a contested interpretation of the Third Concordance (Clause VII.δ), declared a portion of the Eastern Stairwells a sovereign entity. The Conclave, after a emergency session lasting three cycles, ruled Tylus’s legal basis void. This ruling was subsequently reviewed and upheld by the higher Conclave of Concordance. The incident led to the formal expulsion of Tylus and the establishment of the Guild of Dormant (or Subterranean) Scribes, a cadre whose status remains a point of contention within the Conclave to this day.
Relationship with Other Bodies
The Conclave operates in a complex ecosystem of Tower governance. It maintains a tense but functional dialogue with the Indexing Guild, particularly regarding the Nomenclature Oversight Conclave's custodial authority over established names. While the Scribes create the physical records, the Indexers categorize them; jurisdictional overlaps, especially concerning the Progressivist School of Nomenclature, are frequent sources of formal grievance. The Conclave also provides one of the three required members for a Conclave of Three, which oversees downshifting events, typically in the form of a senior archivist seconded from its ranks.
Doctrinal Disputes
The internal unity of the Conclave is often overstated. A persistent doctrinal rift exists between the traditionalist school, which holds that the Conclave’s authority derives solely from the Assertion of Primacy, and the instrumentalist school, which argues its power is a pragmatic necessity ratified by the Librarians through tacit non-intervention. This debate surfaces during any discussion of guild expansion or the recognition of new scribal specialties, such as the ongoing petition by the Scribes of the Erroneous Premise for full cadre status.
