Tallow Statutes
MS 4712.67 · Documents and ordinances
Overview
The Tallow Statutes are the internal body of policy governing the procurement, rendering, storage, and dispensal of Tallow within The Wickery, and are formulated and ratified there by the Lamplighters Union. They are among the most frequently amended instruments in the Tower's holdings, and among the least frequently read in full. Annex Gamma defines what constitutes regulatory tallow; Section VII governs its procurement cycle. No complete recension is held in a single location. The canonical text is distributed across eleven scriptoria and one locked cabinet whose location is recorded in the Register of Ephemeral Statutes, where the entry itself is classified as contingent and may not be consulted without a countersigned requisition.
Structure and Dispersal
The Statutes open with a preamble of contestable length — five clauses in the recension held by the Lower Pyx, forty-one in the recension held by the Wickery's own Archivists' Bench, and an indeterminate number in the version incorporated by reference into the Sixteenth Concordance, which does not reproduce the preamble but asserts that it has been read. The main body proceeds by Article and Section, with Annexes appended out of sequence; Annex Gamma precedes Annex Beta in every known manuscript, and no Librarian has been found willing to explain why.
Article II establishes the tallow yield thresholds against which all rendering operations are audited. Article V sets the permitted interval between a candle's pouring and its first weighing — fourteen hours in the standard case, but eleven where the candle is intended for the Watch Candle reserve. Article IX, added in 4119, prohibits the reuse of pouring vessels between talls of differing animal origin, a rule the Office of Definitive Measures has twice attempted to enforce on the same vessels.
The Wickery Schism of Spiral 9b
The Statutes' most closely studied application was the Wickery Schism of Spiral 9b, a dispute concerning the disposition of surplus tallow accumulated across the winter of 4218. The Lamplighters Union held that surplus tallow remained regulatory under Annex Gamma and could not be disbursed without a procurement cycle; the Wickery's wardens argued the surplus had fallen outside the cycle upon accumulation and was therefore unregulated. Both positions were sustained by the Statutes. The schism was settled, after nineteen sessions, by citing Section VII against Article IV in the same breath, a maneuver recorded in the Procedural Clauses as "concurrent recitation" and thereafter discouraged but never forbidden.
Amendments and Contradiction
The Statutes are amended more often than they are read, a condition the Lamplighters Union regards as a virtue. Each amendment appends rather than substitutes, so that Section VII now governs procurement cycles issued under three different and mutually incompatible schedules, distinguished only by the ink of their marginal seals. The Foundational Clauses require that all contradictions between annexes be resolved by recency; the Principles of Self-Sustenance require that they be resolved by the annex numbered first. Gamma and VII have consequently been reconciled in opposite directions on at least six occasions without either reconciliation being withdrawn.
"Where two clauses of these Statutes cannot both be observed, both shall be observed, and the observance of one shall not be read as the neglect of the other."
— Tallow Statutes, Section XII, added 4187
Section XII was added to end a dispute between the Rendering Bench and the Weighing Bench and succeeded in relocating it. The Bench dispute was finally closed in 4202 by the Office of Ephemeral Audits, which ruled that the clause applied only to clauses that had already been observed at least once.
Known Incidents
In Frost of 4233, Miren Tallow recovered a slip of paper from Cabinet 12-C/1 bearing a single line attributed to Section VII but not appearing in any recension then in force. The slip was entered into the record as a supplementary clause pending verification; verification has not been completed. The Office of Definitive Measures, under Registrar Tallow, continues to audit tallow yields against the Section VII schedule of 4131 on the grounds that the later schedules are unverified, while the Lamplighters Union audits against the schedule of 4208.
A revenue officer named Hesta Vane was dismissed from the Wickery's Stores in 4176 for instructing her subordinates to read the Statutes before citing them. The dismissal was upheld under Section X on the finding that reading a statute before citing it constitutes an unauthorized recension. The Reading Room of Obsolete Statutes holds her annotated copy, which is the only complete collation of the Statutes known to exist; it is not on loan.
Relationship to Other Instruments
The Statutes are frequently confused with the Anti-Reflection Statutes, a distinct body governing reflective materials, chiefly because both are cited in the same breath when a poured candle is polished before weighing. They are also cited alongside the Cessation Triggers, which determine when a statute lapses; the Tallow Statutes contain no cessation clause and have therefore never lapsed, a fact the Silent Concordance cites as precedent for instruments "which outlast the hand that ratified them." Access to the full Statutes requires a countersigned requisition, a numbered satchel, and the return of the satchel. Satchels are not replaced.
