Conclave of Three
MS 6009.25 · Guilds, orders and offices
Conclave of Three is the title given to any of the temporary procedural bodies assembled to oversee a Downshifting Event, as stipulated by the Twelfth Concordance. Each conclave's authority is extinguished upon the final certification of the Secondary Link's stability.
Purpose and Mandate
As defined in Clause IX of the Twelfth Concordance, a Downshifting Event—the controlled ontological relocation of a variant concept or anomalous holding to a more stable archival stratum—requires oversight beyond the scope of the originating curatorial department. The Conclave of Three exists to provide this multi-faceted oversight, ensuring procedural adherence, metaphysical continuity, and the protection of the subject's archival rights. Its sole function is to witness and validate the Event, after which it is immediately dissolved, with all materials submitted to the Vault of Irreconcilable Holdings.
Constitution and Appointment
Each conclave comprises three members, drawn in accordance with Sub-Annex B of the Twelfth Concordance:
- The Archival Custodian: A senior archivist, typically from the Bureau of Interstitial Affairs, who represents the institutional integrity of the Tower's holdings and the Principle of Unbroken Continuity.
- The Metaphysical Auditor: A metaphysician from the Department of Isolation of Variance, responsible for assessing the coherence of the subject's phenomenological profile during the downshift.
- The Subject's Proxy: An individual appointed to represent the interests and intentionality of the subject undergoing downshift. The method of proxy selection is a primary point of doctrinal dispute (see Doctrinal Disputes).
Appointments are ratified by the Oversight Conclave, though the Twelfth Concordance is silent on the length or format of deliberation required for this ratification.
Standard Procedure
The conclave convenes at the designated staging spiral, as recorded in the original Downshift Petition. The core procedural sequence, outlined in the Manual of Trans-Stratum Protocols (7th Edition), is as follows:
- 1. Authentication of Mandate
- Public recitation of relevant sections from the Twelfth Concordance and the Assertion of Primacy.
- 2. Verification of Secondary Link
- The Metaphysical Auditor conducts a stability assessment of the subject's proposed new conceptual anchor.
- 3. The Conclave's Binding
- All three members inscribe their floor-sigils onto the Petition, a symbolic act that transfers procedural authority to the conclave for the duration of the Event.
- 4. Oversight of Transition
- The downshift is executed by the petitioning curators while the conclave observes, recording any deviations from the pre-certified pathway.
- 5. Final Certification
- Upon successful downshift, the conclave issues a joint certificate of stability for the Secondary Link, after which its authority lapses.
Doctrinal Disputes
The chief points of ongoing scholarly and procedural contention regarding the Conclave of Three are:
- Appointment of the Proxy: The "Progressivist" interpretation, championed by the Progressivist School of Nomenclature, holds that the subject itself must, in some diminished capacity, participate in selecting its proxy. The traditionalist view, upheld in the 402nd Ruling of the Conclave of Concordance, states that proxy selection is a purely administrative duty of the Conclave of Scribes. This conflict frequently escalates to the Nomenclature Oversight Conclave.
- Scope of 'Oversight': Whether the conclave possesses any authority to halt a Downshifting Event mid-procedure, or if its role is strictly observational and certificatory, is unresolved. The Twelfth Concordance uses the term "oversight" nineteen times without definition, while the older Third Concordance implies a power of adjournment in cases of "gross vectorial dissonance."
- Post-Dissolution Accountability: As the conclave dissolves immediately after certification, there exists no formal mechanism to hold it accountable should a certified Secondary Link prove unstable. Responsibility typically devolves to the originating department, a situation critics from the Guild of Harmonic Theorists describe as "procedurally asymmetrical."
Notable Historical Conclaves
Records of individual conclaves are sparse, but a few are referenced in secondary literature:
- The conclave overseeing the downshift of the Seven Axioms of Reciprocal Silence in Cycle 9,421, which took seventy-two days to certify a single Secondary Link, leading to the "Rule of Proportional Duration" in later protocols.
- The conclave convened for the Symposium of the Damp Proof, which was notable for the Metaphysical Auditor and the Subject's Proxy being the same individual—the theorist Chancellor Vert—a circumstance later ruled a "non-precedential anomaly."
- The conclave recorded in Disciplinary Ledger 45α, which failed to achieve a quorum when the appointed Archival Custodian was discovered to have been cataloguing a non-existent predecessor for the preceding six months, resulting in a ruling by the Conclave of Concordance that "absence due to committed error does not constitute procedural absence."
