Chancellor Vert

MS 5858.41 · Practices and doctrines

Chancellor Vert is the ceremonial title given to the presiding officer of the Chamber of Vanishing Precedents on Floor -401, a position whose sole documented function is the curation and eventual dissolution of obsolete legal interpretations. The Chancellorship is defined by Clause 5 of the Third Concordance, which stipulates it as “a vertical office, standing in judgement only upon that which has fallen out of time.”

Historical Appointment

The first recorded Chancellor Vert was appointed in Year 172 of the Tower's current reckoning, following the ratification of the Third Concordance. The selection process, detailed in Amendment 12-b, involves a silent conclave of twelve senior Librarians from the Department of Subsidiary Ontologies. The conclave deliberates within a hermetically sealed scriptorium on Floor 9001 until a unanimous decision is reached, a process that has, on three occasions, lasted longer than the Chancellor's eventual term of office. The title "Vert" is not a surname but a designation of office; all holders surrender their previous identities upon appointment and are referred to solely as Chancellor Vert for the duration of their service.

Primary Duties

The Chancellor’s primary duty is to oversee the Chamber of Vanishing Precedents. This chamber maintains archives of judicial rulings, administrative edicts, and interpretive glosses that have been formally declared “lapsed” by the Librarians. Each holding is assigned a period of dormancy, after which it is brought before the Chancellor for review. The Chancellor, after consulting a panel of three Circularists, determines whether the precedent should be re-energized into the active corpus, archived indefinitely, or subjected to a Ceremony of Unreading.

The Ceremony of Unreading is the Chancellor's most visible function. Conducted at the triannual solstice alignments viewed through the western aperture of Floor -401, the Chancellor reads aloud the title and core citation of the precedent, then consigns the original document to a pneumatic dispatch tube marked only with the Greek letter sigma. The document's destination is unknown, and its content is thereafter considered not merely invalid but ontologically void within the Tower’s jurisdiction. This process is the basis for the principle of Derivative Citizenship, as it establishes that a status derived from a dissolved precedent shares in its dissolution.

The Chancellor's Isolation

Chancellor Vert resides permanently within the quarters adjoining the Chamber, a suite of rooms known collectively as the Verticant. Communication with the outside administrative layers of the Tower is conducted solely via Emanative scrolls, which are written by the Chancellor and materialize simultaneously in the inboxes of relevant department heads. The Chancellor is barred from holding Primary Citizenship or any other guild affiliation, and is expressly forbidden from creating new precedent. This enforced neutrality is meant to ensure that the dissolution of old law is not influenced by the politics of new law.

A secondary, less-discussed duty involves the maintenance of the Canyon of Repeating Whispers, a geological feature on Floor -401 into which the titles of all unread precedents are whispered daily by a chorus of junior clerks. The Chancellor is required to audit these whispers monthly to ensure no error or deliberate omission has occurred, a task that reportedly occupies nearly seventy percent of the office's working hours.

Controversies and Interpretive Challenges

The most significant controversy surrounding the office concerns Certificate of Primary Registration (CPR-1), a foundational document for citizenship status. In Year 894, Chancellor Vert III declared a sub-clause of CPR-1 to be lapsed, triggering its Ceremony of Unreading. However, the Department of Subsidiary Ontologies later argued that the clause was Interpretive, not substantive, and therefore could not be subject to dissolution. The resulting conflict, known as the Verticant Schism, was resolved only by a rarely invoked meta-concordance which stated that “the Chancellor’s vertiginous authority is itself interpretive, and thus may dissolve its own kind.” The clause remains both present and absent in the archives, a state of affairs routinely cited in petitions regarding ambiguous lineage.

Scholars also dispute whether the office is singular or sequential. The Circularists maintain that there has only ever been one Chancellor Vert, who undergoes a periodic ritual of self-replacement that merely changes outward appearance. The mainstream Librarian view holds that each Chancellor is a distinct individual, though the seamless continuity of the Emanative scrolls’ calligraphy is often presented as counter-evidence.

Succession and Vacancy

A Chancellor serves for a term of thirty-three years, a number derived from the count of primary supporting pillars in the Chamber. There is no mechanism for early removal. Upon completion of the term, or in the event of the Chancellor’s demise, the office enters the State of Pending Vert. During this state, all ceremonies of unreading are suspended, and lapsed precedents accumulate in a holding annex. The silent conclave must reconvene within one year to select a successor. The longest recorded State of Pending Vert lasted nine years, seven months, and fourteen days, resulting in a backlog that required the successor, Chancellor Vert VII, to perform seventeen consecutive Ceremonies of Unreading to clear the docket.
