Nomenclature Oversight Conclave
MS 6477.13 · Guilds, orders and offices
The Nomenclature Oversight Conclave is a sub-committee of the Indexing Guild with custodial authority over established nomenclature and a traditional role in vetting proposed designations within the Tower. Its primary output is the Catalogue of Established and Provisional Nomenclature, a living document whose amendments are considered binding for all inter-departmental correspondence and archival cross-referencing. The Conclave’s authority, while nominally subordinate to the Guild, frequently intersects and conflicts with that of the Nomenclature Board, a state of affairs formalized by the Seventy-Seventh Clarification following the Year of the Unspooled Thread.
Jurisdiction and Mandate
Per the Spiral Concordance, Annex Delta-7, the Conclave’s mandate is defined as “the preservation of taxonomic clarity through the maintenance of authoritative lists.” This grants it custodianship over all names ratified prior to the dissolution of the Nomenclature Guild, including those pertaining to architectural features (e.g., the T-54 Spiral), bureaucratic offices, and ontological categories. Its vetting power applies to any new designation proposed by a Tower department, a process that requires submission of Form NOC-12 “Application for Designative Inclusion” along with triplicate justification dossiers. The Conclave’s decisions are published as “Directives of Clarification,” which carry the force of soft law unless overturned by a higher concordance.
Organizational Structure
The Conclave operates with a rotating membership of seven Senior Indexers, each serving a term of thirteen Tower-cycles. One member is designated the Custodian-Pro-Tempore, responsible for overseeing the weekly amendment log. Internal factions are well-documented, most notably the Progressivist School of Nomenclature, which advocates for a more fluid and adaptive taxonomic system, and the more dominant Traditionalist Caucus, which insists on strict adherence to the etymological principles laid down in the original Assertion of Primacy. All deliberations are conducted in Closed Session, and minutes are archived in the Vault of Irreconcilable Holdings after a standard fifty-cycle embargo.
The Catalogue
The Conclave’s central charge is the maintenance and publication of the Catalogue. This massive, non-sequential codex is updated every new moon via insert sheets printed on indelible cerulean stock. Entries include the approved name, its date of ratification, its governing concordance or directive, and a cross-reference to any competing or deprecated terms. A notorious subsection, “Volume Ξ: Contested Holdings,” lists names under active dispute, such as those claimed by both the Conclave and the Nomenclature Board. The physical master copy resides in a climate-controlled scriptorium on Floor 14,302, though certified copies are distributed to all major administrative nodes.
Conflict with the Nomenclature Board
The Seventy-Seventh Clarification surgically divided nomenclature authority: the Conclave retained “custodial and archival” authority, while the Nomenclature Board assumed “operational and executive” authority. In practice, this has led to persistent jurisdictional gray areas. For instance, the Conclave claims the right to vet a name before the Board can officially deploy it, while the Board argues its executive authority allows it to provisionally use a name during the Conclave’s often protracted review process. This conflict is exemplified by the ongoing “Mycelial Referent Impasse,” concerning the proper taxonomic grouping for certain fungiform archival anomalies, where the Board issued Operational Directive 54-B using a term the Conclave still lists as “Under Review.”
Notable Directives
The Conclave’s influence is most tangibly felt through its Directives. Some of the most cited include:
- Directive 88 (The “Silvanus” Rule)
- Formalized the criteria for what constitutes a “void” in archival space, later instrumental in the Nomenclature Guild’s final audits.
- Directive 102 (On Recursive Designations)
- Forbids the application of any name that contains, as a substring, a reference to the act of naming itself. This famously invalidated the proposed title “Department of Onomastic Affairs.”
- Directive 117 (The Proportionality Amendment)
- Establishes that the length of a bureaucratic body’s official name should be inversely proportional to its actual decision-making power, a principle often observed in the breach.
Scholarly Disputes
Metaphysicians from the Department of Isolation of Variance frequently critique the Conclave’s underlying philosophy, arguing that its insistence on fixed names for non-existent subjects creates a “taxonomic inertia” that stifles ontological innovation. Conversely, traditionalists within the Indexing Guild view the Conclave as the last bulwark against the chaos of unchecked neology. The debate is further complicated by the Heretical Archive, which operates entirely outside sanctioned nomenclature, and by the occasional intervention of the Bureau of Coincidental Resonance, which sometimes demands name changes to preserve conceptual harmony following a downshifting event.
The Nomenclature Oversight Conclave remains a cornerstone of the Tower’s administrative apparatus, a body whose power derives less from executive action than from the pervasive, quiet authority of the list. Its continued tension with the Nomenclature Board is considered by many archivists not as a flaw, but as a necessary dialectic that prevents any single entity from monopolizing the power of definition.
