Oneiric Integrity Screening
MS 7228.51 · Practices and doctrines
Oneiric Integrity Screening refers to the multi-stage custodial protocol mandated by the Harmonic Integrity Commission to assess and mitigate the latent narrative and acoustic instabilities present within newly catalogued Oneiric Materials prior to their formal accession into the Tower's archival stacks. Governed primarily by Ordinance of Cessation 73-C, the screening process is designed to preemptively dampen Oneiric Feedback and prevent unauthorized Oneiric Resonances between holdings.
Procedural Overview
The screening pathway for a given material is determined by its provisional Oneiric Sigil, as assigned under the Oneiric Decimal System. The process involves three distinct, sequential integrity checks, each administered by a separate sub-bureau under the Commission's oversight:
- Referential Screening: Conducted by the Bureau of Referential Integrity. Clerks verify that all internal symbolic referents within the material are either fully self-contained or point to other validly catalogued holdings. Unanchored or recursive references are flagged for symbolic quarantine.
- Spatial Screening: Conducted by the Bureau of Spatial Integrity. The material’s dimensional footprint is measured for anomalous expansion, contraction, or topological drift that could affect adjacent shelf-space. Materials exhibiting non-Euclidean tendencies are assigned to specialized Non-Euclidean Stacks.
- Acoustic-Dimensional Screening: A dual-phase check. The Office of Acoustic Integrity measures for ambient hums, narrative echoes, or latent oneiric frequencies. Concurrently, the Office of Dimensional Integrity tests for bleed-through into adjacent theoretical planes, a common issue with potent Oneiric Ores.
Following successful screening, a Certificate of Dampened Potential (Form HIC-9b) is issued, and the material is marked with an official stamp rendered in Oneiric Blue.
Oneiric Materials Classification
The scope of materials subject to mandatory screening is defined in Annex 4 of Ordinance 73-C. The primary categories are:
- Core Oneiric Deposits
- Raw Oneiric Ores, harvested dream-residues, and solidified narrative fragments. These carry the highest cataloging pressure and undergo the most stringent acoustic-dimensional review.
- Processed Oneiric Media
- Vellums treated with Oneiric suspensions (e.g., those used for the Atlas of Oneiric Water Tables), inscribed Oneiroscone tablets, and Dream-Scribes’ preliminary field transcripts.
- Cross-Referential Artifacts
- Any object, text, or diagram that employs the Oneiric Taxonomies or whose descriptive metadata suggests a high degree of inter-holding narrative entanglement.
The Spore Atrium Exception
Ordinance 73-C also establishes formal spore-screening protocols, requiring all organic materials intended for archival use or inter-guild transfer to undergo screening in a certified Spore Atrium. While related biosecurity, this process is administratively distinct from Oneiric Integrity Screening and falls under the purview of the Sanitation Cartel rather than the Harmonic Integrity Commission. Confusion between the two processes is a common clerical error noted in Commissioner's Circular 12-Gamma.
Controversies and Scholarly Disputes
The efficacy and philosophical basis of screening are not undisputed. The primary schism lies between procedural purists and contextualists:
- Purists argue that screening, as codified, is insufficient. They cite incidents where materials with valid Certificates of Dampened Potential have later triggered localized Oneiric Resonances. They advocate for the implementation of a fourth screening phase: Narrative Gravimetric Calibration, to directly assess a dream's position within its theoretical 'narrative gravity well' as implied by its Oneiric Sigil.
- Contextualists, led by the former Commissioner for Structural Integrity, argue that screening actively damages the integrity of the very materials it seeks to preserve. They posit that narrative instability is an inherent property of oneiric matter, and that over-dampening irrevocably flattens the latent web of potential meaning the Oneiric Decimal System is designed to map.
This debate is currently tabled before the Subcommittee on Procedural Oversight, pending a review of contradictory precedents across twelve separate Concordances.
Recorded Incidents
The breach of screening protocol most frequently cited in disciplinary hearings is the "Sigma-9 Fluorescence Event" of 712- A.T. (Archive Time). A batch of Sigma-9 Oneiric Ore suspension, cleared by Acoustic Integrity but pending final Spatial review, was improperly used to treat a vellum edition of the Atlas of Oneiric Water Tables. The resultant fluorescence did not remain contained to the mapped water tables, instead manifesting across six unrelated folios on three separate floors, causing a temporary but significant confusion in hydrological research. The incident led to the explicit rule that all tools and reagents used in processing Oneiric Materials, including Oneiric Blue ink, must be themselves screened and certified prior to use.
