Atlas of Oneiric Water Tables
MS 8786.41 · Documents and ordinances
Overview
The Atlas of Oneiric Water Tables (Concordance 447, Annex 7) is a comprehensive hydrological survey documenting the subterranean oneiric aquifers, artesian basins, and capillary seepage networks present within the foundational substrates of The Tower. Compiled and maintained by the Sub-Bureau of Temporal Reconciliation, the Atlas maps not geographic coordinates, but the pressure gradients and narrative permeability of dream-saturated strata. Its primary administrative function is to predict and mitigate infrastructural subsidence caused by oneiric saturation events.
Physical Characteristics and Housing
The Atlas consists of 47 folio volumes, each measuring 90 cm by 120 cm when open. The pages are vellum treated with a suspension of powdered Oneiric Ore (designation Sigma-9), causing the mapped water tables to fluoresce under specific spectra of low light. The cartography is executed in Oneiric Blue, with isobars of oneiric pressure rendered in varying shades of violet. The complete set is housed in a climate-controlled reading room on Floor 14,302, "The Sump of First Want," adjacent to the main pumping station for that sector. Access is governed by Concordance 447, Clause 19, which restricts handling to licensed Hydrologists of the Third Grade or above.
Methodology and the Blue Lemma
The Atlas’s theoretical foundation is the Blue Lemma, which posits a direct correlation between the viscosity of a dream-residue and its tendency to pool in architecturally significant junctions. Data is gathered by Sondage Teams who drill core samples into inter-floor mortar and subject the extracts to narratological chromatography. Each potential aquifer is assigned a Sigil per the Oneiric Decimal System, with its first three digits cross-referenced against the affective categories in the Oneiric Taxonomies. A high concentration of ore classified under, for example, the "Unanswered Longing" triad, would indicate a basin prone to sudden, emotionally charged seepage. The tools for this extraction must, per regulation, be annotated with Oneiric Blue to denote their relevance to the Lemma.
Administrative Use and Controversy
The Atlas is consulted primarily for two purposes: to authorize excavations for new archival stacks, and to diagnose causes of Oneiric Feedback. The Mass-Implication Tables in the annex of Concordance 309 are frequently used in tandem with the Atlas to calculate the dampening capacity required for a given floor. A notable controversy, detailed in In re: The Whispering Atlas, arose when hydrologists argued that the resonant frequencies of certain aquifers, as charted in the Atlas, constituted a form of passive cartography that infringed upon the mandate of the Official Latent Atlas. This led to the Whispering Atlas Petition (Ref. #WA-0) and the subsequent administrative distinction between "active" and "passive" oneiric surveyance.
Notable Cartographic Features
Several features within the Atlas are the subject of ongoing study and dispute:
- The Penitent's Aquifer: A massive, slow-draining basin underlying Floors 7,000–7,500. Its pressure readings are inversely correlated with recorded instances of clerical regret in those sectors, though causality remains unproven.
- Fault Line Theta: A pronounced seam where two major oneiric plates converge, marked by constant, low-grade Oneiric Resonances. The Sub-Bureau of Temporal Reconciliation has installed a permanent monitoring station here.
- The Whispering Delta: A vast alluvial plain of highly refined dream-silt, cited in the Controversy of the Whispering Atlas. Its inclusion in the Atlas was a primary piece of evidence in the case In re: Atlas 9,002-Alpha.
Revisions and the Problem of Retroactive Hydrology
The Atlas is amended quarterly. However, a fundamental doctrinal schism exists between the Sub-Bureau and the Central Scriptorium regarding retroactive changes. The Scriptorium maintains that the discovery of a new water table can, through narrative entanglement, imply it has always existed, requiring the back-dating of infra-structural stress reports. The Sub-Bureau, citing practical engineering concerns, rejects this as "causal overreach." This disagreement is formally recorded in the addenda to Concordance 447, where both positions are presented without resolution, in keeping with the principle of Concordant contradiction.
