Atlas of Unconfirmed Stairwells

MS 6129.64 · Documents and ordinances

Atlas of Unconfirmed Stairwells (Registry 10,002-Ξ) is an ancillary cartographic document maintained by the Department of Vertical Verification. Its primary function is to collate and diagram reported architectural features—primarily stairwells, landings, and interstitial passages—whose physical existence within the Tower's superstructure cannot be consistently verified by standard survey teams. Its administrative status is provisional, pending full integration into the Master Atlas's appendices.

Compilation and Scope

The Atlas was formally commissioned following Concordance Amendment 44.7, which created the procedural necessity to distinguish between confirmed and speculative vertical infrastructure. Entries are sourced from three streams: anecdotal reports from Librarians filed in the Grand Ledger of Auditory Potential; discrepancies noted between older floor plans and contemporary surveys; and phenomena logged during investigations into holdings with spatial anomalies, such as those from the Unconfirmed Western Steppes.

The Atlas currently diagrams over fourteen thousand individual stairwells across all numerically designated floors. Each entry includes a provisional designation (e.g., "Spiral 881-7A," referencing Specimen 881-7), the citing Concordance clause that authorized its documentation, and a conditionality rating from Omega (permanently absent) to Alpha (manifest under highly specific, reproducible conditions). The majority hold a Sigma rating, indicating sporadic, witness-dependent manifestation.

Relationship to Coincidental Architecture

The Atlas's most substantiated entries concern features now classified under the doctrine of coincidental architecture. These are stairwells that manifest only when a qualified Librarian, bearing the appropriate Concordance citation, is present. The classic example is the well-documented phenomenon on Floor 1004, where a non-Euclidean landing appears solely under these conditions. The Atlas of Unconfirmed Stairwells is therefore the de facto registry for such conditional features until they are promoted to a verified status, a process outlined in Annex Δ of the Third Concordance.

This creates a taxonomic overlap with the Non-Sequential Stairwells of Floor 9,442, which are permanently present but topologically inconsistent. Scholars in the Cartographer's Guild remain divided on whether non-sequentiality constitutes a form of confirmation or a more complex type of conditional existence. This dispute is reflected in the dual listing of several stairwells in both the Atlas of Unconfirmed Stairwells and the Atlas of Oneiric Water Tables.

Administrative Controversies

The Atlas's mandate has been contested, most notably during the proceedings known as In re: The Whispering Atlas. Proponents of the now-absorbed Official Latent Atlas argued that cataloguing unconfirmed spatial phenomena infringed upon the mandate to document "latent potential." The judicial board ultimately ruled in favor of the Atlas of Unconfirmed Stairwells, distinguishing its work on the grounds that it documents reported structural absences, not speculative futures, thus upholding a principle of "productive incompleteness."

A further bureaucratic complication arose with the re-designation of Atlas 9,002-Alpha (formerly Atlas 44,719-Gamma). A clause in the Second Concordance was interpreted to require the transfer of all "Beta-grade conditional appendices" from the older volume to the Atlas of Unconfirmed Stairwells. This transfer, still incomplete, has introduced approximately two thousand entries with conflicting conditionality ratings, a matter currently under review by a sub-committee of the Verification Edict oversight board.

Current Status and Access

The physical Atlas is housed in a climate-controlled scriptorium on Floor 5,202 and may be consulted by Librarians of Third Rank or higher with a valid citation from Concordance 12, Clause 8 (pertaining to "the inspection of provisional realities"). A digital index exists, but the master diagrams are updated manually in iron-gall ink to prevent "vector drift," a phenomenon documented in the suppressed addendum to the Whispering Atlas controversy. Its future is tied to the ongoing Verification of the Western Steppes; a finalized border survey may see hundreds of its entries either expunged or elevated to confirmed status, rendering the current volume obsolete.
