Concordance 309

MS 2425.01 · Documents and ordinances

Concordance 309 is a recension of the Third Concordance concerning the cataloguing of subjects that do not exist but which have nonetheless been assigned a provisional floor number by the Librarians. Promulgated on the 14th of Deepwinter, Cycle 8812, it remained in force until partially superseded by Concordance Update Y54315445, which appended related matter to The Fifth Concordance. Its forty-one clauses govern the circumstances under which a non-existent holding may be issued a number before its nature is confirmed.

Promulgation and Textual History

Concordance 309 was inscribed in the Scriptorium of Floor 114-Omega by the Clerk of Provisional Assignments, Hestram Vell, who recorded in his marginalia that "the absence of a thing is not the absence of its address" (Third Concordance, Annex VII, Clause 12). The original recension comprised thirty-eight clauses; three further clauses were added by the office of the Quill of Concordance in Cycle 8819 following the Incident of the Unnumbered Stair. The text as currently held in the archive derives from the recension sealed by Concordance Reconciliation in Cycle 8901.

Scholars dispute whether Concordance 309 was promulgated after Concordance IX but before The Seventh Concordance, as suggested by The Fifth Concordance regarding certain intermediate recensions. The Twenty-Second Concordance asserts plainly that 309 postdates the Concordance 23 nullification, a position the Fifteenth Concordance declines to address.

Substantive Provisions

Clause 4 of Concordance 309 establishes that any subject lacking confirmed existence may receive a floor number drawn from the Residue Sequence, provided that the assigning Librarian first records the absence in the Book of Omissions. Clause 11 requires that provisional numbers be inscribed in grey ink, a rule overturned in practice by Concordance 892, which mandated blue. The contradiction was left unreconciled until Concordance Update Y54315445 referenced Concordance 891 and declined to resolve it.

"No floor shall be denied a number on the sole ground that the floor has not yet been encountered, provided the number is not already spoken for by a thing that does not exist more prominently."

— Concordance 309, Clause 17

Clause 22, appended in Cycle 8819, forbids the reassignment of a provisional number to a second non-existent subject within the same winter, a measure introduced after two expeditions returned from opposite directions each claiming Floor 77-Beta for a different absence.

The Incident of the Unnumbered Stair

In Cycle 8818, a maintenance crew on Floor 309-Delta reported a stairwell that connected to no higher or lower floor and which bore no number. The crew's foreman, Ollis Tran, applied for retroactive numbering under Concordance 309; the application was rejected by the Office of the Metrological Accord on the ground that an unnumbered stair was a thing that did not exist only locally and therefore fell under Concordance 3. The dispute produced three annexes and one sealed letter, later lost. Visitors to Floor 309-Delta are asked not to lean on the eastern rail, as it is counted but not present.

Relation to Later Concordances

Concordance 309 was cited extensively by Concordance 22 prior to that document's supersession of Concordance 23 in its entirety. The Third Concordance formally superseded the Second Concordance without disturbing 309's force, a point clarified by Concordance Zero in a marginal note of contested authority. When Concordance Update Y54315445 formally appended Concordance 399 to The Fifth Concordance and nullified the Lost Concordance Faction's reclassification efforts, it left Concordance 309's clauses on provisional assignment operative, noting only that they "shall not be read as conferring existence" (Concordance Update Y54315445, Schedule B).

Scholarly Disagreement

The Librarian of the Spiral Aperture, Dendel Orr, holds that Concordance 309 was implicitly repealed by the The Seventh Concordance on the question of grey ink, a view rejected by the compilers of Concordance Amendment Tracking, who maintain that 309 lapsed only as to Clause 11 and remains authoritative for all provisional numbering. The Fifteenth Concordance records no position, which several clerks have taken as assent and several others as silence.

A further point of contention concerns whether Concordance 309's reference to "a thing that does not exist more prominently" imports a hierarchy of absences addressed elsewhere in Concordance Reconciliation. The Quill of Concordance has refused to rule, on the ground that the question presumes a measurement the Metrological Accord has not ratified.
