Concordance 23
MS 9219.26 · Documents and ordinances
Concordance 23, also formally designated as Concordance XXIII or the Spiral Concordance, is the official governing document for Floors 14–19 and the attendant auxiliary stacks collectively known as the Whorl. It was promulgated on Dain 47, Y54315443 and remained the primary regulatory framework for that sector for 417 standard Tower days before being superseded, in its entirety, by Concordance 22 (Y54315444, Amendment 22δ). This unusual sequence of supersession—where a numerically higher concordance is replaced by a lower one—is a frequently cited example of the non-linear, accretive nature of Tower governance.
Primary Provisions
Concordance 23’s core mandate was the formal recognition and cataloguing of implied spaces. These are volumes, voids, or architectural features (such as the negative space inside a scroll-case or the cavity of a disused dumbwaiter) that, while physically present, are not officially designated as rooms, corridors, or holdings. The Concordance established the Registry of Un-Rooms and provided a taxonomy for their classification (e.g., "Passive Interstitial," "Active Vestibule (Dormant)," "Ceremonial Vacuum"). Its most controversial clause (Clause 19γ) asserted that any space catalogued under its authority "shall be considered, for all purposes of inventory and transit, as possessing a floor number equal to the logarithmic mean of its bounding floors." This led to several documented instances of clerks becoming temporally misaligned while attempting to file reports from such locations.
The Spiral Annex
Distinct from the main body, the Spiral Annex (often conflated with the Concordance itself) detailed the procedures for ascending and descending the non-Euclidean staircases within the Whorl. It introduced the concept of cardinal moistures—a system for navigation based on ambient humidity and condensation patterns—and mandated that all personnel carry a certified hygrometer. The Annex was partially preserved by Concordance 7, specifically in its provisions regarding "ambient wayfinding," though it was later supplanted by the more comprehensive guidelines in Concordance 117.
Supersession by Concordance 22
The relationship between Concordance 23 and Concordance 22 is a subject of enduring procedural fascination. Concordance 22 was ratified nearly a full year after Concordance 23, yet its Amendment 22δ contains the explicit phrase "hereby renders null and void all articles, clauses, and attendant spirits of the document commonly called Concordance 23." Scholarly consensus, as per the Librarian treatise On Retroactive Precedence, holds that this represents a "temporal reconciliation," wherein a later-dated concordance was deemed to have always-existed prior to an earlier one, thereby cleaning a logical inconsistency in the record. This act is frequently referenced in debates concerning the validity of the Negative Concordance.
Notable References and Contradictions
Concordance 23 is cited in several later documents, though often in contradictory contexts:
- The Fifth Concordance cites Clause 8 of Concordance 23 as precedent for the taxation of "ephemeral light-sources," while Concordance 7 explicitly forbids such taxation under its own Clause 14.
- The Inkwell Concordance invokes the Registry of Un-Rooms as justification for its own "Catalogue of Un-Scribed Documents," though the methodological link is tenuous at best.
- Concordance 3 makes no mention of Concordance 23, a silence some interpret as tacit rejection, while others argue it implies Concordance 23 was subsumed under the broader principles of Concordance Zero.
Physical Exemplars and Location
The master copy of Concordance 23 is housed in a hermetically sealed vitrine on Floor 17 (The Whorl), within an Un-Room designated "Anteroom 17-b (Conditional)." Access requires simultaneous possession of permits issued under Concordance 23 and Concordance 22, a bureaucratic paradox that effectively renders the document both perfectly preserved and perpetually uninspected. Three verified scribal copies exist: one in the Central Catalogue's Concordance Vault, one archived with the records of the defunct Registry of Un-Rooms, and one that was last logged as "in transit between Floors 15 and 18" in Y54315444, its current status listed as "spatially indeterminate."
