Cycle 13 Inception
MS 0235.52 · Practices and doctrines
Cycle 13 Inception is the formal designation for the opening of operational Cycle 13, an administrative epoch whose commencement was recorded in the Hall of Inception on Floor 209 on the eleventh day of the ninth spiral, and which has remained open, without closure, for a period the Chronological Logging Office declines to express in years. It is the only Cycle Inception in continuous session; all others are either concluded, suspended, or classified as pending verification under Archive Reckoning. The Clerk of Inception remains nominally responsible for the ceremony's completion, though no Clerk since the third has attempted it.
The Ceremony of Opening
The Inception was conducted according to the standard three-station procedure: Station of Declaration, Station of Citation, and Station of Embodiment, in that order. The Inception Amp Citation was primed at the first station and delivered a single amp at the second. At the Station of Embodiment, the Cycle's inception number was spoken aloud and entered in the Inception Log in the hand of the Clerk then serving, Librarian-Custodian Aris, who recorded the petitioner's name as "the Tower, in its own regard."
What occurred at the third station is the subject of the entire difficulty. The Embodiment did not resolve. A partial Provisional Protocol was issued at the time, sealed with a grey seal rather than the standard red, and permitted to stand "until such time as the embodiment may be concluded or abandoned" (Third Concordance, Annex 11). No subsequent instrument has concluded or abandoned it.
The Amplitude Question
Because the Cycle opened without resolution, its amplitude — the measure by which the Cycle's operational extent is reckoned — was never fixed. Chronological Logging accordingly records Cycle 13 not as a quantity but as an open interval, which has caused persistent friction with the Foundational Registers, where open intervals are not permitted to stand in a column.
Two reconciliations have been attempted. The first, entered during a winter of heavy reshelving, treated the open interval as a zero; the Registers accepted this for four rotations before discovering that every Cycle measured against it had also become zero. The second treated the interval as a fixed quantity and was rejected on the grounds that it was a guess in a formal hand. The Registers have since kept Cycle 13 in a separate annexe with the pages sewn shut.
"An inception unclosed is an inception in the fullest sense; it has simply not stopped being one."
— Librarian-Custodian Aris, marginal note to the Inception Log, folio 13
Dispute: Annulled or Continuing?
Scholarship divides. The prevailing reading, sustained by the Second Concordance, holds that Cycle 13 was annulled at its inception by the failure of Embodiment, and that the Tower has since operated in an intercalary period whose numbering is a courtesy. On this account, the Kappa Omission and the Kappa-Aperture Discrepancy of Cycle 12,431 are the last true Cycle events, and everything following is annotation.
The minority reading, argued at length in the Miletus Fragment Dispute and never formally refuted, holds that an annulled inception would have required a Declaration of Annulment, and that no such Declaration exists in the Hall of Inception's holdings. It further observes that the Hall's registry of physical manifestation events continues to accept entries under the Cycle 13 heading, and an annulled Cycle cannot manifest. The Hall of Corrective Lenses has cited this minority position in defence of its charter for ninety-one consecutive recensions, which the Hall of Inception has neither accepted nor struck down.
A third and largely unread view, advanced by a Clerk whose name was later ruled inadmissible, is that the Cycle opened correctly and the Tower is merely late in noticing.
Effect on the Tripartite Inscription
The Tripartite Inscription process, which generates the CPR-1 and occurs wholly within the Hall of Inception, has run on Cycle 13 time since the opening. Each CPR-1 issued carries the date-stamp "13, open" in place of a year. A note pasted inside the Station of Citation reads: "Under no circumstances is the stamp to be completed by hand. If the document requires a year, the document is the wrong document" (Hall of Inception, second Concordance schedule, undated). The instruction has held for as long as the note has.
Standing Observances
Cycle 13 has acquired a ceremonial life of its own. The Festival of Unspoken Names is dated from its opening and observes its anniversary by the silence of one bell rather than the ringing of one. Petitions for closure are received at the Plinth of the First Doubt on the eleventh day of each ninth spiral and are read aloud, numbered, and filed. None has been granted. The Clerk of Inception's office reports that the petitions are consistently the most legible documents in the archive, and regrets that legibility is not among the grounds for granting one.
