Speculative Viability

MS 5676.03 · Practices and doctrines

Definition

Speculative Viability is the provisional determination that a holding admitted under Speculative Cataloguing is capable of sustaining function long enough to be shelved, indexed, and cited without requiring immediate recourse to the Office of Ontic Verification. It is a weaker finding than ontic substantiation and is expressly not a substitute for it; the two are recorded on separate dockets, though they are frequently confused by clerks working past the fourth bell.

The practice is governed by Ordinance 9001.1 and administered by the Department of Speculative Procedure, which holds that speculative viability is a property of the entry rather than of the holding itself. This position has been contested since the Seventh Recension.

Relation to Viability Assessment

A full Viability Assessment of Receiving Conduit determines whether a conduit meets standards for sustained and predictable function, and is recorded on Form VA-7. Speculative Viability performs a analogous but deliberately narrower operation: it asks whether a speculative entry will remain internally coherent across the interval between its filing and its first scheduled review — an interval fixed at eleven years by the Twenty-Second Concordance, and at fourteen by the Twenty-Sixth.

Where a conduit fails a Viability Assessment, it may be recorded under functional non-viability as an architectural feature, per IAP-Ω-7. A speculative holding that fails Speculative Viability has no equivalent fallback. It is held in a condition the Department of Speculative Procedure calls suspended citability: it remains in the Speculative Indices, but may not be cited in support of an argument until reassessed.

Procedure

Assessment is carried out by Speculative Cataloguers, who are drawn disproportionately from the Department of Speculative Biology under Annex B of the Department of Speculative Biology's charter. The cataloguer prepares a speculative docket, which is then subject to Speculative Cross-Referencing against existing holdings. If the entry survives cross-referencing without contradiction, it is granted Speculative Viability and receives a Status Beta designation.

Contradictions are not uncommon. The catalogue of the Speculative Realism Wing records that of 1,204 docketed entries in the winter of the Long Recension, 317 failed initial cross-referencing, 89 failed twice, and 4 were withdrawn after the cataloguer assigned to them declined to sign the docket for reasons the minutes describe only as "a matter of standing."

Scholarly Disagreement

The Twenty-Second and Twenty-Sixth Concordances disagree on whether Speculative Viability is a single finding or a renewable one. The earlier text treats it as expiring; the later text treats it as accruing, so that a holding which survives each scheduled review becomes progressively harder to challenge. The School of Instrumental Realism has argued in three successive papers that the accruing reading effectively converts speculative holdings into verified ones without any intervening act of verification, a conclusion the Department of Speculative Procedure has declined to address in writing.

A second dispute concerns the status of holdings admitted under Speculative Physiology, which are assessed by the Speculative Application Directorate of the Department of Ambient Physiology rather than by the Department of Speculative Procedure. The two bodies have never reconciled their dockets. Holdings maintained in Speculative Aquaria and along Speculative Shelving are generally considered to fall under the latter's practice, though no Concordance says so.

Incidents

In the winter of the Ash Revision, a clerk in the scriptoria of Floor 914 entered Speculative Viability for a holding that had already been withdrawn, and the error went undetected for six years because the withdrawal itself had been recorded under a different designation. The holding was cited in eleven subsequent entries before the discrepancy was noticed during routine Physical Verification. The resulting correction required the re-docketing of all eleven, and the clerk — named in the record only as H. — was reassigned to the lower stacks.

Visitors to the assessment chambers are reminded that the chambers are unheated in the months when the western stair is closed for repointing, and that no food may be brought past the second landing.
