Annex of Speculative Holdings

MS 2273.67 · Practices and doctrines

Definition and Scope

Annex of Speculative Holdings is the general designator for any of the numbered schedules appended to an active Concordance that enumerate, describe, or provisionally admit materials classified as Speculative Holdings (Status Beta). The term is a category rather than a document: no single Annex of Speculative Holdings exists, and the Office of Speculative Reinforcements has twice declined to consolidate them, noting in its circular of 14 March that consolidation "would presume a total count, which the Annexes themselves dispute."

An Annex of Speculative Holdings is distinguishable from an ordinary annex by three marks: it carries a viability column, it names a reinforcing office of record, and it is subject to the bi-weekly integrity audits required under Security Protocol Sigma-7. Annexes lacking any of these marks are returned to their originating floor unopened. The practice of returning opened annexes is prohibited under Amendment 4 of the Third Concordance, a provision occasioned by the so-called Resealing Incident on Floor 606, in which a returned schedule was found to have acquired an additional entry in transit.

Principal Annexes in Force

Four Annexes of Speculative Holdings are presently cited with any regularity. The Annex of Provisional Admissions (Schedule 11-Sub-2) governs holdings awaiting a Speculative Viability determination and is the only annex whose entries expire on a stated date. The Annex of Reinforced Descriptions (Schedule 11-Sub-4) carries holdings whose descriptions have failed once; its entries are struck through rather than deleted, and the strikethroughs are themselves audited. The Annex of Deferred Naming (Schedule 22-C) admits holdings that cannot yet be described without becoming a different holding, and is administered jointly with the Department of Speculative Biology. The fourth, the Annex of Negative Slots, is discussed below.

Annexes of Speculative Holdings are filed in the primary secure archive at Spiral Beta-4, with reading copies at Speculative Taxonomy Wing and a duplicate set held at an undisclosed floor for reasons the Office of Speculative Reinforcements describes as "customary."

The Negative Slots Dispute

Scholarly disagreement centres on the Annex of Negative Slots, which lists holdings by the descriptions they are not rather than the descriptions they are. Its defenders hold that the annex is the only part of the register honest about the Speculative Cataloguing project, since speculative holdings are chiefly known by what they exclude. Its critics hold that the annex is a subset of Annex Zeta, and that its separate existence violates the principle that a negative holding may not be catalogued twice.

"Where an annex describes a holding by negation, and another annex describes that negation as a holding, the two cannot both be primary. One must yield. The Tower has not determined which."

— Annex Zeta, Recension 3, marginal note attributed to the Wing of Recursive Application

The Registry of Provisional Holdings has logged the disagreement as a provisional linkage, which under the doctrine of Speculative Cross-Referencing neither resolves nor worsens it. The dispute is now in its ninth decade and has produced forty-one memoranda and no ruling.

History

The first Annex of Speculative Holdings was appended to the Fourth Concordance in the winter of the year the Tower dates 1102, following the discovery that Floor 317 had been catalogued with a holdings list that included three entries for items no one could point to. The original annex consisted of a single column headed "Admitted, Provisionally," beneath which the compiler, a clerk named Ovellin Marrant, wrote the same phrase twelve times. Marrant's grievance against the Speculative Cataloguers, recorded in a private note later entered into evidence, was that he had been asked to enumerate holdings "which the Wing itself declined to name aloud." The note survives; the twelve entries do not.

Subsequent recensions added the viability column (1311), the office of record (1409), and the audit provision (1556). The annexes were briefly abolished under the Seventh Concordance and reinstated eleven days later under its own Amendment 2, an event the Office of Speculative Reinforcements refers to as "the interruption" and declines to discuss further.

Audit Practice

Audits proceed annex by annex. The auditing clerk reads each entry aloud to a witness, who confirms that the entry read is the entry written. Where the reading and the writing diverge, the divergence is recorded and the entry is neither corrected nor struck until the Office of Speculative Reinforcements rules. A single annex of moderate length may require three auditors and most of a floor.

Auditors are not permitted to audit any annex they have previously described, in writing or aloud.

Relationship to Adjacent Instruments

Annexes of Speculative Holdings are frequently confused with Annex B of the Department of Speculative Biology's charter, with the schedules attached to Annex 12c, and with the Speculative Cross-Reference slips issued under Clause 11#Sub-Annex Γ. Only the first of these is properly an annex of holdings; the others are linkage instruments and are filed elsewhere. The distinction is set out in the Office's circular of 14 March and is ignored in practice. The Speculative Realism Wing has requested that an Annex of Speculative Holdings be opened for its pending applications; the request remains before the Wing of Recursive Application, which must first check it against all active holdings in the Speculative Taxonomy Wing. It has been before them since 1594.
