Permanent Glow

MS 2032.61 · Practices and doctrines

Definition

Permanent Glow is the class designation for all light sources within the Tower that hold the Permanent Designation Code for continuous emission without scheduled extinction. The class is administrative rather than physical: a source becomes a Permanent Glow by grant of designation, not by achieving a particular luminous stability, though the two are habitually conflated. The most cited exemplar remains Aethelreds Permanent Glow, whose designation (PDC-4417-AG-23-Ωδ) predates the current numbering scheme and has survived four re-sealings. Sources holding the class are exempt from the dimming provisions of the Glow-Schedules, subject to annual calibration against a reference lumen-rod. Exemption is not absolute; see the Incident of the Fourth Stairwell below.

Grants and Refusals

Designation is petitioned through the Committee of Permanent Review, which maintains its deliberations in the Caldera of Amendment Shadows and records its refusals more thoroughly than its grants. Between the years catalogued as 311 and 347, of forty-one petitions for Permanent Glow status, nine were granted, twenty-two were returned for supplementary burn-hours, and ten were refused on the grounds that the source in question had already gone out during the petition. The Committee treats extinction during petition as evidence of intent rather than accident. Grants are recorded in Permanent Directives and affixed to the fixture itself. The affixture requirement has produced a small but persistent trade in Directive casings, most recently regulated by the Sigil of the Steady Hand. A source granted the class carries obligations: it may not be relocated without a Principle of Permanent Placement ruling, it may not be dimmed below ninety percent of its certified output, and it may not be extinguished even by direct order of a Librarian absent a counter-signed Concordance. The last provision has twice been tested and once been amended.

Incident of the Fourth Stairwell

In the winter catalogued as 349, the Permanent Glow fixture on the Fourth Stairwell between the floors numbered 61 and 63 was dimmed to eleven percent during a ventilation failure. The dimming was executed under emergency authority by Clerk Halveran, who cited a clause of the Glow-Schedules permitting reduction where a source is judged to be "contributing to thermal load." The clause in question belongs to the schedules governing provisional fixtures, not to those governing permanent ones. Halveran's action was upheld on first review and reversed on second. The reversal established that emergency authority does not extend across designation classes, and the fixture was restored to full output within four days. Halveran's accompanying memorandum, appended to the ruling, contains the sentence often quoted thereafter: "The stairwell was warm, and I was cold, and I did not think the light would mind." The Fourth Stairwell remains unheated.

Disputed Scope

There is unresolved disagreement as to whether the class covers only crystallized and mycelial sources or also covers sources of artificial construction that merely behave as though permanent. The first position holds that permanence is a property of the material and cites the Aethelred fixture as paradigmatic. The second holds that permanence is a property of the grant and cites the self-sustaining lamps of the Lattice of Perpetual Dawn, which are metallic, manufactured, and in every observable respect permanent, yet never petitioned. The Third Concordance appears to endorse the material reading in Annex 4 while endorsing the grant reading in Annex 9. The discrepancy has not been reconciled. Petitions filed since have tended to cite whichever annex favours the applicant, a practice the Committee of Permanent Review discourages without having prohibited. A third position, associated with the scriptorium that maintains the Declaration of Permanent Severance, holds that the class is internally incoherent and that "permanent glow" is a description of an impression rather than of a source. This position has never prevailed, but it has never been formally defeated either, and its adherents continue to receive the Committee's correspondence.

Materials and Cultivation

Sources admitted to the class fall into three material families: crystallized fungal growths, mineral inclusions, and manufactured lamps of certified build. The fungal family, which includes the Aethelreds Quarry growth, requires periodic nutrient infusion and is the only admitted family that can be starved. The mineral family is exempt from infusion but is generally immobile, and relocation of a mineral source almost always requires a Principle of Permanent Placement hearing. Manufactured lamps are assessed under criteria shared with Self-Motile Fixture determinations, since a lamp that adjusts its own output has, in the Committee's phrasing, "an opinion," and opinions complicate designation.

Visiting Rules

Permanent Glow fixtures on public stairwells may be examined at close range without appointment. They may not be covered, may not be leaned against, and may not be used as a surface for the drying of ink, however convenient the warmth. The prohibition on ink-drying derives from the Atelier of Permanent Impressions and follows an incident in which a clerk's working copy of a Concordance adhered permanently to the housing of a fixture on Floor 72 and had to be read, in situ, for eleven months.
