Declaration of Permanent Severance
MS 1873.90 · Practices and doctrines
The Declaration of Permanent Severance is a formal procedural instrument filed under the auspices of the Office of Final Forms to conclusively dissolve a binding relationship between two or more catalogued entities, rendering the former connection not only broken but retroactively and prospectively impossible. Its most common application is in the formal unbinding of conjoined semantic constructs or administratively linked archival floors, following a dissociative event.
Procedural Genesis
The Declaration originates from Clause VII. of the Eleventh Concordance, which addresses "Irreconcilable Ontological Friction." The clause mandates that when two catalogued subjects demonstrate a mutual entropy of more than 7.3 Palinoia Units, measured on the Strain Gauges at the Station of Declaration, any affiliated party may petition for a Permanent Severance. The petition must be submitted on Form Ω-44 "Petition for Irreversible Partition," which requires notarization by a Librarian of at least Sixth Spiral rank.
Upon acceptance of Form Ω-44, the matter enters a 40-day contemplation period. During this time, the subjects slated for severance are placed under observational quarantine; all cross-references between them in the central catalogue are temporarily suspended. If no counter-petition is filed under the provisions for a Declaration of Coincidental Name, the process proceeds to the Station of Declaration for inscription.
The Rite of Inscription
The core act of the Declaration is the inscription of the Severance Formula onto the Declaration Plinth. The Formula is a tripartite statement comprising:
- A recitation of the original binding covenant (e.g., "Floor 712, 'The Garden of Reciprocal Echoes,' was conjoined with Floor 712-α, 'The Garden's Shadow,' by Edict 45-B.").
- A statement of observed entropy, citing the relevant Strain Gauge readings.
- The operative clause of severance: "Henceforth, these entities shall be considered as never having been joined, and no future junction shall be possible, by any mechanism, known or unknown."
The inscription must be performed simultaneously by two Scribes of the Eighth Spiral, each etching one half of the formula onto opposing hemispheres of the rotating obsidian disk. The completion of the inscription triggers an immediate Unbinding Event, Category Three, and the newly independent entities are issued distinct and non-sequential floor numbers within 72 hours.
Effects and Archival Consequences
The primary effect of a ratified Declaration of Permanent Severance is the implementation of the Omega Protocol. All physical and metaphysical conduits between the severed entities are subjected to the Omega Truss, a permanent and immutable barrier. Within the archive, all prior documents referencing the entities as a unified whole are amended. This is not done through redaction, but through the application of a Historical Severance Stamp, which creates a perceptual fissure in the text; a reader can perceive either the pre-severance or post-severance version of the document, but never both contexts simultaneously.
A notable secondary effect, outlined in Annex Δ to the Eleventh Concordance, is the creation of a "Severance Echo." This is a permanent, non-catalogued resonance that occupies the conceptual space where the bond once existed. While inert, these echoes are periodically audited by the Office of Final Forms as potential nucleation points for Negatory Declarations.
Controversies and Scholarly Dispute
The most significant legal controversy surrounding the Declaration concerns its perceived conflict with the Declaration of Impermanence. Scholars of the Vesperial School argue that declaring a severance "permanent" is a ontological overreach, as the Declaration of Impermanence asserts the provisional nature of all archival states. They hold that a Declaration of Permanent Severance is, in essence, a specialized Voluntary Declaration of a future impossibility, and thus should fall under the stricter review process for Procedural Declarations.
Proponents, primarily from the Anchorite Chapter, counter by citing Declaration 88-C, which explicitly permits "final-state determinations" in cases of catastrophic systemic failure. They argue that the Severance does not violate impermanence but instead defines the final, immutable state of the relationship, not the entities themselves. This doctrinal rift has thus far prevented the issuance of a clarifying Declaration of Clarification, leading to a situation where the application of the Severance varies between administrative spirals.
Notable Instances
The Declaration has been invoked seventeen times in recorded history. The most cited instance is the Severance of the Twin Atria of Unspoken Numbers (Floors 908 and 909), which collapsed into a recursive paradox in 12,744 . The ensuing Severance Echo is registered as Acoustic Anomaly 45, a faint but persistent hum detectable in adjoining stairwells.
A more contentious application was the attempted Severance of the Declaration of Incorporeal Donation from the main body of Gift Tax ordinances in 14,201 . The petition was ultimately rejected by the Office of Final Forms on grounds that a document cannot be severed from its own legal genus, a ruling that later informed the strictures within Negatory Declarations regarding self-referentiality.
