Lattice of Perpetual Dawn

The Lattice of Perpetual Dawn is a non-localized phenomenon of the upper tiers of Floor 5,712, manifesting as a faint and persistent amber glow that adheres to interstitial latticework and holds, without observed variation, at the perceptual threshold of dawn. It is catalogued as a perceptual constant by the Chronometry Guild and administered under Perpetual State 1, the doctrine of indefinite stasis applied to environmental fixtures deemed essential to archival integrity. Its primary clearing and classification are conducted at the Nexus of Unfiltered Dawn, with administrative oversight resting with the Office of Perpetual Affairs. It is not, in the strict sense, a light; it is the registration of a light that never resolves.

Appearance and Materials

The glow is most legible when received by lattices of Third Growth Ironwood, whose close grain holds the amber at a slightly greater incidence than do other structural timbers. Observers on the upper tiers report that the phenomenon does not illuminate surfaces so much as indicate them — a distinction upheld in the Guild's spectral reading of Y311 SCE, which returned a signature identical to the ambient void and thereby procured the classification "perceptual constant" against the protest of two members who declined to sign.

The phenomenon's celebrated locus is The Gilded Aviary, a specific archival zone in which the lattice is regularly observed at its most coherent. Visitors are reminded that the Aviary's caretakers do not permit hats to be worn past the second landing, a rule posted at both stairheads since the recension of Y264 SCE and never since explained in writing.

Governance and the Untarnished Clause

Clause 72.19.δ of the Fourth Concordance requires that the lattice be maintained in an "untarnished" state, and the same instrument formalized the designation "the Gilded Aviary" for the zone in which the state is most frequently inspected. The clause does not define untarnished. The Office of Perpetual Affairs has proceeded on the understanding that the state is preserved by not looking too long, a reading drawn from the practice notes of Perpetual State 1, Annex 3, and one the Office has declined to put in writing on the grounds that writing it down would be a form of looking.

Variances in perceived intensity are logged by the Office under the standing register of Y203 SCE, the year the Pre-Dawn Evacuation of the Whispering Codices institutionalized the pre-dawn cycle for outbound dispatches and, incidentally, established the hour at which the lattice is read. Readings taken outside that hour are accepted but annotated "irregular," and irregular readings have, on three recorded occasions, been sealed unread.

The Dispute Over Cleansing

By what method a phenomenon of perception is to be cleansed remains the subject of an ongoing procedural debate before the Bureau of Perpetual Revision. The Bureau has circulated no fewer than nine drafts of a cleansing protocol, none adopted, the ninth being returned to committee because its title used the word "purification," which the Bureau's standing chair, Librarian Ordelia Vant, held to be a claim to jurisdiction the Bureau does not possess. The Fourth Concordance and the Sixth Concordance disagree on the point: the Fourth's Annex 4 treats untarnished as a condition to be left alone, while the Sixth's Clause 11.4 speaks of the lattice as "restored, where restoration is required," without saying by whose determination. Both have been cited in support of the same ruling, in Y318 SCE, and the ruling was upheld.

Scholars of the Concordance Recensions note that the question may be older than the clause. The Hall of Amended Instruments preserves a fragment, undated, reading only: "the dawn is not to be cleaned, only kept." It has no attribution and is bound with three unrelated inventories.

Evacuations and Acoustic Latency

The lattice's association with pre-dawn procedure descends chiefly from the Pre-Dawn Evacuation of Spire 292, an event whose formal codification of acoustic latency remains the standard by which the Tower measures the interval between a phenomenon's appearance and its reception. The Pre-Dawn Evacuation of the Whispering Codices followed in Y203 SCE and entrenched the cycle further; the lattice has been read at the pre-dawn hour without interruption since, save for the winter of Y241, when the upper tiers were closed for reasons the Office of Perpetual Affairs records as "atmospheric."

Status and a Note on Classification

Whether the lattice is a place or a practice has never been finally settled. The catalogue of Floor 5,712 enters it under both heads, and the Index of Non-Localized Phenomena maintains a standing instruction that the duplication is not to be reconciled but merely carried. This is consistent with the Tower's general treatment of things catalogued within it: the lattice is real within the Tower, and questions of its status elsewhere are not entertained. It is maintained at Perpetual State 1, logged by the Office of Perpetual Affairs, cleared at the Nexus of Unfiltered Dawn, and, by the reckoning of the Chronometry Guild, remains exactly where it was.
