Observed Phenomena
MS 6186.94 · Practices and doctrines
In Tower cataloguing, an Observed Phenomena is any event, state, or entity formally registered by the Central Registry as having been verified through one or more of the Tower's sanctioned methods of observation. The status is distinct from existence; a phenomenon may be observed without being deemed "real" in any absolute sense, yet its cataloguing carries full procedural weight and can be legally cited.
Qualification and Status
To achieve Observed Phenomena status, a report must be submitted to an Annex Registrar and survive a three-tier review. The criteria, as outlined in the Fifth Concordance (Clause 302), endorse the use of "both theoretical density and observed anomalies for survey methods on alternating Tuesdays." This has led to the establishment of distinct, and sometimes contradictory, methodological schools. A phenomenon observed on a Monday may fail review if the Tuesday review board adheres strictly to theoretical density models. This procedural friction is a primary generator of Procedural Anomalies logged by the Panel for Autochthonous Anomalies.
Once ratified, an Observed Phenomenon is assigned a Spiral-Aperture designation (e.g., Σ-7) and its core attributes are inscribed in the Central Registry's Grand Ledger. It is then subject to the principles of Corroborative Resonance, meaning subsequent, independent observations within the Tower strengthen its ontological standing and can expand its permissible interactions with other catalogued items.
Methods of Observation
Sanctioned methods are enumerated in Annex VII of the Concordances, though the annex itself is known to suffer from Paratextual Echoes that occasionally alter the listed protocols. Accepted methods include:
- Direct Attended Observation: The standard method, though its legitimacy was challenged during the Schism of the Silent Gaze, which questioned whether the observer's presence fundamentally altered the phenomenon.
- Instrumental Resonance Capture: Employing devices calibrated to the Tower's ambient frequencies to detect phenomena imperceptible to unaided senses. This is the preferred method in zones like the Negative Stacks.
- Oneiric Feedback: A controversial method where phenomena observed within sanctioned dreams of Librarians-in-Residence are granted provisional status. This is most reliably applied in the upper Transfer Floors.
- Delta-Omega Polarity Mapping: A technique derived from Δ/Ω Polarity Theory, used to observe relational states between phenomena rather than the phenomena themselves.
Notable Classes of Observed Phenomena
- Ambient Phenomena
- Persistent, environmental states such as the Cataloguing Haze in the lower stacks or the Lattice of Perpetual Dawn observed in The Gilded Aviary. These are considered temporally stable but spatially conditional.
- Procedural Phenomena
- Events that manifest directly from cataloguing actions, such as the Weeping Staircase (which appears during inventory disputes) or the Perpetual Creep of shelf boundaries in Annex holdings.
- Anomalous Resonances
- Phenomena whose observation is linked to specific locations or conditions, like Gtmgedelta, which is formally observed only in Spiral Nine, or the silent chiming registered on the Floor of Silent Bells.
Scholarly Disputes and the Ξ-4 Precedent
The primary ontological dispute concerns whether observation confers reality or merely documents a contingent state within the Tower’s architecture. The hard-line "Conferralists," citing the Fifth Concordance, argue observation is a creative act. The "Documentarian" school, leaning on older clauses in the Third Concordance, maintains phenomena pre-exist and are merely detected.
This debate was crystallized by the Ξ-4 Anomaly, a phenomenon observed in Cycle 4,312 that appeared to be a sentient cataloguing error. After eight years of review, the Central Registry declared it "observed and contained," but issued no ruling on its inherent reality. The case file, sealed in the Whisper Appendix, is frequently cited by both sides. Some scholars propose the incident supports the Unwritten Concordance Hypothesis, suggesting a hidden protocol governs such edge cases.
De-Observation and Archival Status
A phenomenon can lose its observed status through the process of De-Resonance, typically after prolonged absence from all monitoring logs, or via a Concordance-amending ruling. De-observed phenomena are not erased; they are transferred to the Stress-Fracture Index, a holding annex for conceptually unstable or retired items. Their original Spiral-Aperture designation is retired, though it may be reassigned after a minimum of seven cycles, leading to potential confusion in historical research. The phenomenon itself, while no longer actively observed, is understood to persist in a state of potential observation, a condition some theorists link to the mechanisms of Oneiric Feedback.
