Master Registry of Proven Connections

Scope and standing
The Master Registry of Proven Connections is the survey record of the Surveyors' Guild, cataloguing every spatial assertion between floors that has been empirically substantiated by traverse, instrumentation, or sustained observation. It is, per the terms of its own preamble, the sole authoritative source for the issue of travel permits; no permit may be countersigned without a corresponding registry entry bearing a seal of substantiation. The Registry is held on Floor 4, in the Scriptorium of Traversals, where it is maintained under the joint observation of the Guild and the office of the Registrar of Thresholds.
The Registry's entries are distinct in kind from those of the Adjacency Matrix, which records navigable connections, and from the Master Registry, which documents architectural reality as such. A connection recorded in the Registry of Proven Connections need not be navigable in the ordinary sense, and its architectural status is expressly not adjudicated. What the entry asserts is narrower: that a claim was tested, and did not fail. Approximately one in nine entries carries the marginal note traverse attempted; outcome unrecorded, a category the Guild has declined either to promote or to strike.
Form of an entry
Each entry consists of a folio number, the floors asserted to be connected, the method of substantiation, the name of the surveying party, and the date of sealing. Connections are expressed as directional pairs, and the Registry permits a pair to be proven in one direction only — a longstanding practice that has produced a body of one-way passages of some concern to travellers. The Guild holds that this asymmetry is a faithful record of the evidence and not a defect in it.
The instruments used are named in an annex to each folio. The most common are the Plumb of Repeated Descent, the Register of Footfall Echo, and the Levelling Chain of the Guild. Where a connection was proven by footfall alone — without plumb or chain — the entry is classed proven in sound and cannot ground a permit for cargo. This distinction, added by amendment to the Registry's standing rules, remains contested by the carter-factions of the mid-floors, who hold that sound and weight travel the same stairs.
Relation to the Master Sequence Registry
The Registry of Proven Connections draws its initial plotting from the Master Sequence Registry, whose entries supply the sequence of means by which a traverse is attempted before it is proven. In practice the two records are reconciled quarterly under the Quarterly Registry Reconciliation Schedule, a proceeding that has produced the Master Index of Resolved Contradictions and, more often, a fresh catalogue of unresolved ones. Where the Sequence Registry asserts a means and the Registry of Proven Connections has sealed no traverse employing it, the matter is referred to the Master-Archivist for jurisdictional determination.
A recurring source of friction concerns the Master Folio of Unanchored Inference, whose entries are neither proven nor sequenced but inferred from adjacency patterns. The Guild has repeatedly petitioned that inferences be barred from appearing in the same index as proven connections; the petition has been granted twice and withdrawn once, the second withdrawal being recorded without stated reason.
Disputes over standing
The Registry's claim to sole authority for travel permits is contradicted by at least one surviving recension of the Third Concordance, which assigns permit authority jointly with the Master Registry of Designative Instances. The contradiction has never been formally resolved; instead, clerks have developed a practice of citing whichever document supports the ruling already intended, a practice the Master Cross-Reference Ledger records without comment. The Surveyors' Guild maintains that the ambiguity is administrative and does not affect the evidentiary standing of any sealed entry.
An incident in the winter of the Ninth Reconciliation remains instructive. A party of three descended a passage proven in sound only, expecting the plumb to confirm at the lower terminus. The passage terminated at a floor absent from the Fixed Ladder Index, and two of the party returned. The Guild's subsequent report neither revoked the entry nor added a warning; it recorded the outcome as partially substantiated, a classification the Catalogue of Unanswered Inquiries has since adopted for its own use.
Custody and access
The Registry is consulted in the Scriptorium and is not withdrawn from it. Visitors may request a folio by number and read it at the desk; the desk closes for the hour preceding the change of watch. A marginalia tradition has grown up around the more contested entries, in which successive readers append their objections in a hand of their own. The Guild has ruled that marginalia are not part of the entry and cannot ground a permit, while continuing to copy them forward at each re-binding — a position the lateralist schools have described as the best available account of how knowledge moves.
