Adjacency Verification
MS 9079.00 · Practices and doctrines
Definition and scope
Adjacency Verification is the formal process by which a claimed connection between two floors of the Tower is examined, contested, and either inscribed into the Adjacency Matrix or struck from it. It is distinct from ordinary cataloguing in that it does not concern what a floor contains, only whether it stands beside another. Verification is undertaken by the Verification Cadres, reporting jointly to the Bureau of Coherent Truths and, in disputed matters, to the Librarian-Provost of Adjacency.
The practice is governed principally by the Doctrine of Coherent Adjacency, which holds that adjacency must be demonstrable through systemic resonance with the numbering schema, and by the Principle of Direct Adjacency, which permits adjacency to be established by contact alone. These two foundations are frequently at odds, and a great many hours of the Tower's administrative year are spent determining which applies to a given petition.
Procedure
A verification begins with an Adjacency Report filed by the claiming floor's custodian or by any Librarian in good standing. The report must specify both floors by number, the nature of the claim, and the intended cataloguing project, if any. Under Ruling 4491, the Adjacency Matrix remains the sole authoritative registry for navigable connections, and no travel or joint project may proceed until the entry is sealed.
Once received, the report is examined against the Verification Protocols. Clause 19 of these protocols requires that the log be stored in a Magnetically Isolated annex for a minimum of 44 lunar cycles before it may be cited in support of a lateral navigation claim — a delay that has generated no small amount of resentment among those who petition for adjacency in haste.
Where the floors in question are not consecutively numbered, the petitioner must additionally establish non-sequential adjacency by demonstrating systemic resonance with the numbering schema. This demonstration is notoriously difficult to specify in advance, and its assessment has been the subject of more reversals than any other single question in the Cadres' docket.
Direct Adjacency
For the recognition of Direct Adjacency, a standardized protocol applies: Form NOC-4a, filed with the Bureau. The Form requires a statement of intent — the Declaration of Adjacent Intent — and the signatures of two Geometers who have personally traversed the boundary in both directions.
During the assessment of Direct Adjacency, the Doctrine of Coherent Adjacency is temporarily suspended for the floors concerned. This suspension is total rather than partial, and has occasionally resulted in floors finding themselves answerable to no doctrine at all for the duration of the inquiry — a state the Department of Coherent Placement declines to describe as disorder.
"The suspension of a doctrine is not the suspension of the Tower. Floors remain where they were. Only the reason for their being there is held in abeyance."
— Forty-Seventh Concordance, Annex 6
Instrumentation
Measurement during verification is carried out with Adjacency Calipers, which record semantic loading transferred between neighbouring inscriptions. A loading differential beyond 3.4 drachms per line is ordinarily read as evidence of genuine contact; below 1.1 drachms, the Cadres treat the reading as incidental and dismiss the claim. The intervening range has no fixed interpretation and is referred to in Cadre minutes simply as "the grey," a term the Bureau has repeatedly asked be struck from official correspondence.
The results of caliper measurement feed into the Adjacency Matrix via Adjacency Reports, which are themselves distinct from the Master Registry of Proven Connections. The distinction between the two registries was the subject of the Catalogue Schism and has never been fully resolved to anyone's satisfaction.
Disputed cases
Several categories of adjacency remain contested. The claim of Floor 606's vertical adjacency, first raised under the Third Concordance, Annex Δ, Clause 17, was re-opened under the Forty-Seventh Concordance and remains open. The Lateralist School holds that lateral connections may be verified independently of vertical sequence, a position the Bureau regards as procedurally convenient and philosophically loose. Supplemental Cartographic Directives have been issued repeatedly to reconcile the two views; each has been amended more often than it has been read.
The study of conditions arising within and between adjacent unrealities proceeds under the Ecology of Adjacency and is itself classified under the Principle of Direct Adjacency, which means that ecological findings can, in certain cases, be offered as evidence in the very verification that would establish the adjacency they presuppose. This circularity is permitted, and has been permitted since at least the signing of the Declaration of Adjacent Intent protocols.
Where no resolution is possible, the matter is referred upward. The Tower does not record how far upward such referrals have gone.
