Verification Phase
MS 8318.47 · Practices and doctrines
The Verification Phase is a designated interval within any cataloguing operation during which an entry, folio, or floor is held to be neither confirmed nor struck, but examined. It is not a single procedure. The term is used across the Tower to name at least four distinct intervals, three of which overlap, and one of which is defined entirely by what it is not. Librarians distinguish them by context, and by the seal affixed to the docket, since the term itself has resisted every attempt at standardization since Concordance 44 fixed its usage in the winter of the archive's fourth recension.
Definition and disputed scope
The operative language is brief. "An entry under Verification is an entry whose status is pending, and whose pending status is itself recorded," per Concordance 44, Clause 2. The second clause of that sentence — that the pending status must be recorded — was added by amendment in the ninth recension after the discovery that certain floors had accumulated entries pending for so long that no docket survived to say so. These entries are known as unwitnessed pending and are catalogued under a separate schedule.
The Department of Ontic Verification holds that the Verification Phase proper begins only upon the issuance of a docket, and that any examination conducted before the docket exists is a preliminary scan rather than a phase. The Directorate of Field Verification dissents, maintaining that the phase begins when the examiner arrives, and that the docket is a record of the phase rather than its threshold. The dispute has been referred to the Concordance Bench twice; both referrals returned the phrase "per the ordinary reading," which neither office accepts as a ruling.
Relationship to the Catalogical Verification Process
The Verification Phase should not be confused with the Catalogical Verification Process, of which it is a component rather than a synonym. That Process runs through Phase Alpha, Phase Beta, and Phase Gamma; the Verification Phase in its strict sense corresponds to Beta, though Protocol 8099 Alpha places its Annex 3 methodology in Phase 2 of the contextual audit, which is not the same numbering and should not be read as such. Readers consulting both documents are advised to keep the two numberings apart, as the Silent Scriptorium does when preparing its master copies.
A Verification Phase may also be opened within the Trigger Phase, provided a Declarative Trigger has been detected and verified. Where the Trigger Phase is interrupted before the Consolidation Phase activates, the Verification Phase is considered suspended rather than closed, and the entry reverts to pending without further docketing.
Duration
No Concordance fixes a maximum duration. The Verification Phase for the Petal Stage of floor 8 is recorded as having opened in the second recension and never closed, and the examiner assigned to it, Clerk Ambrine Holt, has submitted forty-one annual reports, none of which has been read past the second paragraph. Holt's grievance, filed in the ninth year and never withdrawn, concerns the fact that the entry cannot be verified without a ruling and cannot be ruled on without verification. The Gamma Ledger of Contradictions records the grievance under the heading "Circularities, Standing."
By contrast, the Verification Phase for the Winnowed Manuscript's contested entries runs to a fixed term of eleven days, after which any unresolved entry passes automatically to Phase Gamma. The eleven-day term was chosen, per Concordance 61, Annex 2, because it is the longest interval the Verification Atelier can guarantee a reader on the seventh gallery without a second seal.
Record and closure
A completed Verification Phase yields a Closure Docket, which the Verification Atelier reviews in three phases of its own before issuing a Verification of Closure. The Atelier's three-phase review is frequently mistaken for the Verification Phase itself, a confusion the Atelier has declined to correct on the grounds that correction would require a further review.
Where a finding of "Deferred to Verification" is entered in Phase 2, Memorialization Protocol Alpha is triggered automatically and the entry is memorialized whether or not it is later verified. The Department of Ontic Verification has noted, without enthusiasm, that this means a deferred entry may be both memorialized and pending at once. The note is filed at Floor 214 under schedule D.
"The Verification Phase is concluded when the examiner signs, or when the examiner is replaced, or when the entry is struck. It is not concluded by the passage of time alone, however much time passes."
— Concordance 44, Annex 7, as amended in the ninth recension
Practical notes
Examiners entering a Verification Phase on floors above the fortieth gallery must carry their own lamp, as the floor lighting is not maintained during pending status. Dockets signed in a gallery where the lamp has failed are accepted, but only if the seal is legible.
The Verification Cadres incorporate the phase's protocols during Phase Zeta of the Implementation Timeline, a provision that has caused persistent difficulty because Phase Zeta has never been reached. The Verification and Sealing calibration exercises, including the stress-test derived from the Containment Breach of Floor 113, are conducted under Phase Zeta procedures by anticipation, and the resulting dockets are held unsealed until such time as the phase formally begins.
