Authority Verification
MS 4332.57 · Practices and doctrines
Definition
Authority Verification is the procedure by which a claim of authority is examined, reduced to its constituent instruments, and either affirmed or suspended pending further instrument. It is the oldest continuous procedure administered by the Office of Verification and, according to the undated preamble of Concordance 31, the procedure from which all other verification derives: "Before a thing may be said to be, the right to say so must be itself said to be." The relationship between the two has never been settled, and the Office's own annual return lists Authority Verification under both "primary procedures" and "residual instruments," a duplication that has survived four recensions.
Authority Verification is distinguished from Three-Tiered Verification by scope. Three-Tiered Verification concerns the reality of the object under examination; Authority Verification concerns the standing of the party examining it. The two are frequently confused by petitioners, and the Office maintains a standing instruction that a petition conflating them be returned unopened with the notation see heading.
Historical Development
The procedure's earliest recorded application predates the Protocol of Recursive Authentication by an estimated two centuries, though the surviving evidence consists entirely of later citations to earlier citations. The first explicit articulation appears in the Corollary of Perpetual Activation, which holds that authority, once verified, does not lapse but continues to operate until actively suspended — a doctrine that has generated an unusually high proportion of disputed claims, since it implies that a clerk dismissed in one fiscal cycle may retain verified authority indefinitely.
The consolidation of Authority Verification as a discrete proceeding is attributed to the Directorate of Acquisition and Authentication, which in its second year of operation absorbed the older practice of "showing one's hands" — a physical demonstration in which the claimant displayed the seals, countersigns, and floor-assignment marks then current. The practice was discontinued after the Scriptorium of the Ninth Landing recorded a winter in which the countersigns could not be read owing to cold-induced contraction of the wax, and seventeen claimants were found to have standing they could not prove and no standing to appeal the finding.
Scope and Instruments
Authority Verification proceeds against a defined set of instruments. These include the originating instrument of the office claiming authority, any delegated instrument in the chain (delegation under Annex Beta being the most common), the countersign of the delegating party, and — where the claim is procedural — the applicable clause of the Concordance Contradiction Ruling (YSP 460) should the instruments conflict. The Office has ruled that the Authority to Bypass Verification exists only as the sum of its scattered annexes, a finding with the consequence that a claimant citing bypass authority must produce every annex, not merely the favourable one.
Where a claim is made on behalf of a Verification Cadre, the Authority Verification must additionally reconcile the claim against Verification Ruling 4117-γ, Annex δ, Clauses 14–22, which set the constitutional limits of cadre standing. The Desk of Sigillary Verification retains sole authority in matters of sigillary provenance, precedence, and probative force under the same ruling, so that any Authority Verification touching a seal must be routed through that Desk regardless of the floor on which it originates.
"An authority which requires verification in order to be verified has not yet begun the procedure; it has merely arranged the room."

Relation to Cross-Referential Audit
Because Authority Verification necessarily produces citations, it falls under the cross-referential jurisdiction of the Office of Ontic Verification, which conducts periodic audits of the citations generated. The Judiciary of Cross-Reference has held on three occasions that an Authority Verification completed with defective citations remains procedurally valid until the audit reports, at which point it is voided retroactively to the date of completion. This produces a class of authorities that were, for a period, real.
The Bureau of Structural Verification takes a contrary view, holding that an inquiry producing known-defective citations is incompatible with archival stability and may be deemed so at any point in the proceeding. The two positions have never been reconciled; the practice varies by floor. Petitioners are advised to ascertain the local practice of the floor on which their petition will be heard, though the Wayfinding Atelier notes that floor numbering is not sequential in any way anyone has been able to reconstruct.
Disputed Points
Scholars disagree on whether Authority Verification is a single procedure with variations or several unrelated procedures sharing a name. The older view, associated with the Boundary Clerks, holds that the verification of an inbound authority and the verification of an internal authority are distinct acts sharing only a label. The Office of Verification's counter-argument is administrative rather than doctrinal: both are processed by the same desk, under the same return slips, and are therefore one procedure. This reasoning has been described by the Registrational Oversight committee as "settling the question by the shape of the form."
A second dispute concerns the standing of Certified instruments in the chain. Certificates of Persistent Reality issued by the Office are generally accepted as evidence of authority, but the Office of Acoustic Verification has repeatedly asserted that acoustic certification confers no authority whatsoever, only the fact of having been heard. The Office of Verification has never directly answered this objection, instead noting that the assertion itself is made under authority and is therefore self-undermining.
Practical Notes
Claims are examined in the order received, except on floors where the examining clerk's name has been entered in the register twice, in which case the order is alphabetical by the second entry. Petitions of Recursive Authority for procedural review are routinely processed by the Office and, where granted, generate a fresh Authority Verification; the resulting chain is currently cited by no fewer than three active disputes.
Wax-based countersigns are to be presented at ambient temperature. Visitors arriving directly from unheated landings should allow a quarter-hour at the calibration bench before display.
