Corollary of Perpetual Activation

MS 3998.23 · Practices and doctrines

Corollary of Perpetual Activation is the doctrinal principle, ratified under Concordance 88-A, that a properly inscribed and verified document exercises its authority continuously from the moment of verification until its physical dissolution, without requiring repeated ceremonial affirmation. It is administered in practice through the Seal of Activation and is the subject of continuing dispute with Winters’ Corollary and the Sub-Office of Corollary Evidence.

Ratification and Text

The Corollary was ratified on the 14th of Thirdmonth, Year 1183 of the Stack, by a quorum of Librarians whose names are recorded in the margin of Concordance 88-A, Annex 2. The operative clause reads as follows:

"A document duly inscribed, verified, and sealed shall hold and exercise its full concordant authority from the instant of verification until the dissolution of its medium, and shall not lapse for want of reaffirmation."

— Concordance 88-A, Clause 3, as recensed by the Sub-Office of Corollary Evidence

The principle was held to supersede the older custom of the Renewal Aperture, by which documents required re-annotation at each turning of the Spiral of Keepings. The Doctrine of Perpetual Pending was subsequently cited as a limiting case, on the ground that a document never verified cannot be said to have begun activation.

Administration and the Seal

Authority over activated documents is exercised by bearers of the Seal of Activation, who maintain the Ledger of Continuance on Floor 2,904. The Ledger records, for each verified instrument, the date of verification and the medium's estimated dissolution interval. A medium of vellum is held to dissolve after no fewer than four hundred years; a medium of ash-glass, after eleven.

It is forbidden to read the Ledger aloud on the stair between Floors 2,903 and 2,905, as the resonance is held to activate documents not yet inscribed.

Conflict with Winters’ Corollary

The Sub-Office of Corollary Evidence has long held that the Corollary of Perpetual Activation is in tension with Winters’ Corollary, under which every corollary invoked in evidence generates its own counter-corollary. The Office's longest-running file concerns the interaction of the two, opened in Year 1201 of the Stack and amended seventy-three times since. Clerk Polian the Younger observed in a marginal note of Year 1240 that "to invoke Perpetual Activation is to invoke its counter, being the doctrine that activation ceases at the moment of its citation" (First Polian Corollary, Scholion 6). The Reconciliation Corollary was proposed to settle the matter and remains under review.

The Vividness Question

A secondary dispute concerns whether a document's authority depends upon the vividness of its inscription. The Vividness Corollary, administered from the Corollary Annex on Floor 5,112, holds that only inscriptions exceeding a specified chromatic saturation are perpetually active. The School of Latent Materialism rejects this, arguing that activation inheres in the medium irrespective of appearance. The Framewithinframe Corollary complicates the question by positing a frame within which the activation occurs and a further frame within that, a complexity the Sub-Office of Corollary Evidence acknowledges without resolution.

Scholarly Disagreement

Whether the Corollary extends to documents verified in error is contested. The Seventy-Seventh Clarification defines the operational status of the Geometron Core as "in a state of perpetual potential activation," which some Librarians read as analogous to a mis-verified document holding authority unintentionally. Concordance 88-A contains no provision for error, while the later Third Concordance appears to contradict it by requiring re-verification of any document whose verifying officer is subsequently struck from the roll (Third Concordance, Annex 4). The Registry of Perpetual Debates lists nineteen unresolved submissions on this point, the earliest dated Year 1190 of the Stack.

The Manual of Perpetual Deferral advises clerks to treat all such submissions as Type 2: Perpetual Pending and to forward them to the Clerk of Perpetual Pending, a practice the Doctrine of Perpetual Review renders simultaneously necessary and ineffectual.

Incidents of Note

In the Winter of Year 1227 of the Stack, a verified inventory of non-existent stairwells on Floor 7,331 was inadvertently left unsealed. Under the Corollary of Perpetual Activation, the document was held to have activated at verification despite the omission, and the stairwells were entered into the archive as present. The Sub-Office of Corollary Evidence spent three years reconciling the entry with Winters’ Corollary, which had by then generated a counter-corollary denying the stairwells' absence. The matter was closed by the Reconciliation Corollary only after the physical dissolution of the inventory's ash-glass medium in Year 1238.
