Surveyors of Transience
MS 9651.37 · Guilds, orders and offices
The Surveyors of Transience are a specialized corps within the Librarian order, chartered by Annex γ of the Third Concordance for the exclusive study, measurement, and archival cataloguing of phenomena associated with Floor 71. Their work is governed by the principle of 'auditory transience,' a term formally defined in their charter as "the quality of a sound or spatial distortion that manifests exclusively within the non-permanent architectural features of the designated floor."
Charter and Mandate
The corps was established in Year 519, following the recommendations of the Seventh Northern Expedition, which returned with extensive but contradictory acoustic readings from the upper sectors of Floor 71. Their primary mandate is threefold: to map ephemeral soundscapes, to calibrate instruments for detecting "void echoes," and to maintain the official Registry of Transient Acoustics. Authority for their operations derives solely from Annex γ, which also places them under the administrative oversight of the Guild of Surveyors and Calibrators, though they retain significant operational autonomy.
Their charter explicitly prohibits the Surveyors from pursuing ontological questions regarding the sources of transient phenomena. As stated in Clause 7.2, "The duty of the Surveyor is to measure the instance, not to interrogate the source." This limitation has been a persistent point of contention with the Cartographers of the Unseen, who argue that measurement without context produces an incomplete record.
Methodology and Instrumentation
Surveyors employ a suite of bespoke instruments, the most notable being the Aethelred Resonator (patented by Foreman Aethelred in Year 532) and the Sigma-Wave Gradiometer. Work is conducted in fixed, six-hour shifts, synchronized to the alleged "tidal" patterns of auditory transience first documented in the early reports of the Surveyors' League. All measurements are recorded on vibration-sensitive vellum and submitted in triplicate: one copy to the corps' archives on Floor 317, ‘The Surveyors’ Atrium’, one to the West Scriptorium for notarization, and one for immurement in a soundproof vault on Floor 71 itself.
Calibration of instruments is a perpetual task, as the transience field is known to degrade metallic alloys and warp glass. A standing rotation of Surveyors is assigned to the Master Calibrators guildhall for weekly re-standardization, a procedure detailed in Ordinance 412.7, Subsection B.
Organizational Structure
The corps is headed by a Senior Surveyor, a position currently held by Surveyor-Elise. Below this rank exist three grades: Grade I (Field Surveyors), Grade II (Archival Analysts), and Grade III (Calibration Technicians). Promotion is based on a points system tied to verified detections of new classes of transient events. Membership is small, never exceeding forty active personnel, a limit imposed by the finite number of certified resonators.
Despite their formal ties to the Guild of Surveyors and Calibrators, the Surveyors of Transience maintain their own administrative spire within the Surveyors' Guild complex. This has led to occasional jurisdictional disputes with the Independent Cartographers, particularly regarding the mapping of "silent zones"—areas of Floor 71 where transience drops below measurable thresholds.
Key Holdings and Controversies
The corps' most cited contribution is the Catalog of Ephemeral Harmonics (Volumes I–XLII), which attempts a taxonomy of transient sounds. This work is controversial. The Clerks of the Balanced Void argue that the Catalog mistakenly attributes intentionality to stochastic resonance, while a dissenting faction within the Surveyors themselves, led by former Senior Surveyor Aris, maintains that the Catalog's classification system is fundamentally flawed due to its reliance on the now-discredited "delta-scale" of amplitude.
A more practical controversy surrounds the corps' archival practices. Following the Surveyors’ Revolt, a faction of Guild auditors alleged that the Surveyors of Transience were hoarding primary resonance data in unregistered sub-stacks, violating Concordance protocols on data sovereignty. A full reconciliation, overseen by the Office of Spatial Reconciliation, remains incomplete.
Relationship to Predecessor Organizations
The corps is the direct intellectual successor to the acoustic research division of the Surveyors' League, which was dissolved in Year 488. Much of the League's foundational data on Floor 71 was absorbed into the Surveyors' archives, though gaps exist due to the "Great Vellum Delamination" of Year 501. The current corps distinguishes itself from its predecessor by its stricter adherence to methodological positivism and its formal renunciation of the League's speculative "echo-drafting" techniques.
Today, the Surveyors of Transience represent a unique hybrid within the Tower's bureaucratic ecosystem: a highly specialized field unit operating under a precise, narrow charter, yet entangled in the perennial archival and jurisdictional disputes that characterize the larger surveyor and cartographer guilds. Their continued work is considered essential for the maintenance of the Floor 71 catalogue, even as the purpose of that catalogue remains, like the sounds they measure, fundamentally transient.
