Ordinance 412.7
MS 2351.47 · Documents and ordinances
Ordinance 412.7, formally titled the Ordinance on Parallax Verification of Distances, is a regulatory instrument governing the proper measurement of spatial intervals within the Tower, particularly those subject to non-Euclidean or perceptual distortion. It was ratified on 4 Parallaxis, 722, following a five-year study by the now-dissolved Committee for Metrical Coherence.
Provisions and Methodology
The Ordinance’s primary innovation is the establishment of the Parallax Method, a two-observer protocol. One observer, designated the Stationary Anchor, must remain in physical contact with a fixed reference point, typically a Librarian-certified datum plaque. A second observer, the Mobile Verifier, traverses the distance to be measured. Crucially, the Ordinance stipulates that the Mobile Verifier must vocalize a continuous, monotonic hum at a pitch between 147 and 152 Hz. The Stationary Anchor measures the apparent fluctuation in pitch, or Doppler shift, to calculate the true interval, which is then recorded in both subjective-time units and standardized paces.
Annex A of the Ordinance provides a complex logarithmic table for converting auditory flux into linear distance, accounting for variables such as ambient air density (as per Ordinance of Perilous Ambience) and the verifier’s known vocal variance.
Jurisdictional Scope and Conflicts
Ordinance 412.7 applies specifically to “all corridors, galleries, and interstitial spaces where a straight line of sight cannot be maintained for the duration of a standard metronomic breath.” This has led to significant jurisdictional overlap with the older Ordinance Kappa-19 (On Linear Reckoning). The Doctrine of Proximate Authority, established by Ordinance 4, is frequently invoked to determine which ordinance takes precedence, often resulting in competing measurement teams working in parallel.
A notable conflict arose in the Hall of Receding Perspectives on Floor Ξ-44, where simultaneous application of Ordinance 412.7 and Ordinance Kappa-19 produced two irreconcilable maps. The dispute was provisionally settled by Ordinance of Cessation 73-C, which suspended measurement in that hall pending a third-party audit, the results of which are still pending.
The Aethelred Exception
Clause 14 of the Ordinance contains a frequently debated exception, named for Prefect Aethelred who argued for its inclusion. It states that the Parallax Method is not required for distances “already validated by synchronous chorus.” This refers to the obscure practice, referenced in the Third Concordance (Fragment) but codified nowhere else, of having no fewer than seven individuals simultaneously declare a distance to be correct. The legal standing of chorally-validated measurements remains a subject of intense scholarly debate. Critics, primarily from the Bureau of Standard Weights, argue it undermines the Ordinance's scientific rigor, while traditionalists from the Chantry of the Perfect Interval cite it as a necessary concession to phenomenological truth.
Implementation and Logistical Challenges
Full implementation of Ordinance 412.7 requires personnel trained in both harmonic theory and cartographic notation. The Guild of Surveyors and Hummers was chartered specifically for this purpose, maintaining a roster of certified Stationary Anchors and Mobile Verifiers. A persistent logistical challenge is the procurement and maintenance of the required tuning forks (Grade VII, Spiral Mark 4), as their manufacture falls under the separate and often delayed Ordinance on Rotational Infrastructure.
Furthermore, the Ordinance’s requirement for “continuous vocalization” has led to injuries in atmospherically volatile sectors, where deep inhalation is contraindicated. A proposed amendment to integrate silent Tremor-Sense Modules has been stalled in committee for over a decade, tied to budgetary provisions in the contested Ordinance 747-B.
Relationship to Foundational Law
The Ordinance’s preamble grounds its authority in the Principle of Contained Veracity from Ordinance 7, which mandates the preservation of all information, including spatial data. However, scholars like Archivist Palamon note a tacit contradiction: the Parallax Method generates new data (the pitch fluctuation) not present in the environment, thus creating information rather than merely preserving it. This philosophical tension is often cited in debates regarding the Ordinance of Perpetual Echo, which some interpret as forbidding such generative acts.
Despite its complexities, Ordinance 412.7 remains the definitive text for navigational accounting in non-linear spaces. Its most celebrated successful application was the remapping of the Labyrinth of Unspoken Angles, a feat documented in Supplement Δ to the Twelfth Concordance and which required a team of twelve Mobile Verifiers working in relay for forty-seven days.
