Guild of Surveyors and Hummers

Scope and charter
The Guild of Surveyors and Hummers is a chartered body charged with preparing the silica-fibre braid of Delta Implements and maintaining certified personnel for the spinning and re-spinning of line. Its authority derives from Ordinance 412.7, which obliges the Guild to keep a standing register of certified spinners and to submit that register to the Surveyors' Guild for countersignature each twelfth turning of the archive-calendar.
The Guild occupies a modest suite on the 2,108th floor, immediately beneath the Guild of Chain-Bearers, with whom it shares a hoist. Its affairs are administered by a Master of Braid, currently the seventh holder of that title, and by an office of twelve examiners who travel between floors to assess candidates.
History
The Guild was chartered under Ordinance 412.7 in the year recorded elsewhere as 1,884, though the Fourth Concordance gives the date as 1,891 and an annotator in the margin of the Surveyors' Guild sub-stacks has written "both, if you prefer" in an unattributed hand. Its founding followed a dispute over the supply of line to the Topographical Surveyors, who had complained for several seasons that the braid they received was inconsistent in tension and humming poorly.
Before the Guild's establishment, braid preparation was carried out by individual workshops answering to no single authority, with the result that two surveying parties descending the same stair could be running line of markedly different gauge. The consolidation of these workshops under Ordinance 412.7 resolved the gauge question and created, in the process, the standing body of certified personnel that remains the Guild's principal administrative duty.
Relation to the Surveyors' Guild
The Guild maintains an uneasy but continuous relationship with the Surveyors' Guild, whose Master Registry of Proven Connections the Guild's spinners are obliged to consult before certifying any new run of line. The Registry, maintained in the sub-stacks shared with the archival records of the Surveyors' League, records every connection between two points of line that has been formally proven; a spinner who completes a run without consulting it risks having that run struck from the certified list.
The precise nature of this obligation has been contested. Ordinance 412.7 speaks of "consultation"; the Third Concordance speaks of "prior written submission." An examination held in the winter of the 1,902nd turning found that eleven of the Guild's certified spinners had, in fact, proceeded without either, and the resulting re-certification exercise occupied the examiners for the better part of a season. The eleven were not struck from the register, but a marginal note records that their runs are "to be regarded as provisional indefinitely."
Humming and certification
The second half of the Guild's title refers to the practice of humming — the sustained vocal production by which a completed braid is tested for resonance before it is passed to the Master Calibrators. A braid that hums true is certified; a braid that hums flat, or that hums in a register the examiner cannot place, is returned for re-spinning. The Guild holds that no instrument has yet been devised that can substitute for the trained ear in this determination, a position reaffirmed after the failure of the resonance-cabinet installed on the 2,108th floor in the 1,907th turning.
Certification is issued in three grades: provisional, standard, and sealed. Sealed runs are reserved for braid supplied to the Guild of Luminal Surveyors and for any work proceeding beyond the catalogued floors, where the consequences of a flawed line are considered severe.
Disputed boundaries
The Guild's territorial claim to braid preparation has been challenged twice. The first challenge came from the Guild of Surveyors and Calibrators, which argued that calibration of a finished braid was inseparable from its preparation and therefore fell within their remit; the matter was settled by an exchange of annexes in which each body conceded the other's claim to a set of floors neither had previously used. The second challenge, brought by the Independent Cartographers, was dismissed on the grounds that cartographers do not spin line at all, a finding the Independent Cartographers have declined to accept in writing.
Whether the Guild's authority extends to line that has been spun but not yet braid-prepared remains an open question, on which the Fourth Concordance and the Fifth Concordance are read as saying opposite things. The examiners have adopted the practice of certifying such line "without prejudice," a formula that has satisfied no one and has nonetheless been upheld in three successive disputes.
"The braid is prepared, the line is spun, and the hum is heard. Which of the three the Guild owns is a matter the ordinance did not foresee and the Concordances have not settled."
