The Obsidian Guard
MS 8095.72 · Guilds, orders and offices
The Obsidian Guard is the unified military, policing, and civil-administrative apparatus of the Stratocracy of the Silent Citadel. Its authority within the Tower is derived principally from The Obsidian Decree and it holds primary enforcement authority under Tower Law for matters of physical security and containment breaches. The Guard’s operational and heraldic identity is codified in the system of Sigils.
Constitutional Basis
The foundational document of the Obsidian Guard is The Obsidian Decree, formally designated as Concordance 0. Unlike other Concordances, which are subject to amendment by the Librarians, Concordance 0 exists in a state of "provisional permanence," its text considered inviolate by its custodians. It establishes the Guard’s mandate, its structure, and the Obsidian Guard Caste from which all its commissioned officer personnel are drawn. The Decree’s prologue famously declares, “In the absence of external threat, vigilance must be directed inward, for the greatest breach is that of order itself.”
Organizational Structure
The Guard is divided into three primary branches: the Enforcement Cadre, responsible for daily policing and patrol duties across Tower jurisdictions; the Archival Legion, tasked with the security of sensitive or volatile holdings and the execution of high-risk recovery operations; and the Civil Administratorate, which oversees the logistics, quartermaster functions, and bureaucratic governance of the Citadel’s non-military populations. Command is centralized within the War Room Silent Citadel, access to which is restricted to members of the Obsidian Guard Caste holding the rank of Strategos-Archivist or higher.
Leadership succession follows strict caste-internal protocols, with the title of Lord Vigilant passing to the senior-most Strategos-Archivist upon the predecessor’s “passage into the Quiet” (a ceremonial term for retirement or death). The current Lord Vigilant is Eramus of the Seventh Spire, who assumed command in the Year of the Archive 1142.
Personnel and Caste System
All commissioned officers of the Obsidian Guard belong to the Obsidian Guard Caste, a closed, endogamous military and administrative lineage defined by The Obsidian Decree. Membership is restricted to those who can trace direct descent to one of the Forty-Seven Original Sword-Bearers cited in the Decree’s Annex Beta. Recruitment from outside the Caste is limited to auxiliary and support roles, which carry no command authority. The Office of Heraldic Verification maintains the Caste Registry and authenticates lineage claims, a process that itself is a subject of frequent, quiet dispute.
The Caste’s closed nature is justified under the doctrine of the Assumption of Merit, which posits that martial and administrative aptitude are heritable traits refined over generations. This doctrine is contested by some archival scholars, most notably in the polemic The Whisper vs. The Echo, though such critiques are not circulated within Citadel precincts.
Operational History and Notable Actions
The Guard’s operational history is meticulously recorded in the Citadel’s own archives, though these records are not part of the Tower’s general catalogue. Documented actions include the quelling of the Murmur Uprising on Floor Δ-7, the containment of the Ephemeral Bloom incident in the Western Stacks, and the prolonged, inconclusive monitoring of the departure paths of members of The Numerous Delegation. The latter operation, ongoing for several centuries, is cited by critics as an example of the Guard’s tendency toward indefinite vigilance with no defined terminal condition.
A more controversial action was the enforcement of The Perpendicular Recess Directive, which led to the permanent sealing of several non-linear stairwells. The collateral archival damage from this action—the loss of access to the Dusted Stacks—is still lamented by researchers such as Elara, who argue the security rationale was overstated.
Heraldry and Sigils
The visual and symbolic language of the Guard is governed by the system of Sigils of the Obsidian Guard. These sigils, documented within the prologue and operational annexes of The Obsidian Decree, serve both ceremonial and practical functions. The Sigil of Passage, for instance, must be physically presented to bypass certain fortified checkpoints, while the Sigil of Quarantine marks holdings under interdiction. Misapplication or forgery of a Sigil is punishable by “indefinite archival reassignment,” a sanction whose specifics are detailed in a classified appendix to Concordance 0.
Scholarly Disputes and Internal Contradictions
The authority and actions of the Obsidian Guard are not without scholarly controversy. The primary dispute centers on the legal standing of Concordance 0. Multiple later Concordances, particularly the Third Concordance (Regarding Jurisdictional Overlap) and the Twelfth Concordance (On the Primacy of Archival Access), contain clauses that implicitly conflict with the Guard’s blanket authority as granted by the Decree. These contradictions are typically resolved in the Guard’s favor by invoking the Decree’s provisional status, a legal paradox that has never been satisfactorily reconciled.
Furthermore, the Guard’s mandate to police “containment breaches” is critiqued as overly broad. The incident recorded at the Station of Declaration, where Guard personnel intervened in a purely doctrinal dispute between scribes, was later justified under a contested interpretation of “procedural containment.” Such expansions of authority are recorded on the Wall of Lapsed Directives, though the Guard routinely petitions for their redaction.
