Register of Actions
MS 1664.24 · Documents and ordinances
Register of Actions is the principal ledger of the Tower in which every motion, gesture, and administrative step taken by a Guide, Clerk, or Librarian is recorded with its floor of occurrence, its ordinal timestamp, and its assigned valence. Maintained since the founding recension by the Department of Procedural Integrity, the Register of Actions is frequently consulted alongside the Concordances and the Central Wall-Register, though its authority over the latter has been disputed for eleven centuries.
Establishment and Physical Custody
The Register of Actions was first inscribed on Floor 12.7, the Gallery of Initial Strokes, under the Second Concordance, Clause 9, which directs that "all movement tending toward catalogue shall be set down before its echo fades." The original folios were transferred in the year 338 of the Tower to the Lower Register for safekeeping, where they remain in a sealed aperture marked Spiral Delta-4. Custody passed to the Department of Procedural Integrity in the recension of 902, following the Fifth Concordance, Annex 2, which named that bureau "sole keeper of the letter-sequences whereby action becomes record."
A subordinate copy is maintained in the Register of Docketed Intent for purposes of cross-reference, though the two ledgers have not agreed on the count of actions performed on Floor 81.4: The Atrium of Untaken Actions since the year 1204. The discrepancy is logged but not resolved; the Adjudication Chamber declined to hear the matter in 1551 on the grounds that "an action untaken cannot be counted twice by the same hand" (Precedent Register, Sub-register of Reversed Causality, Entry 17).
Structure of Entries
Each entry in the Register of Actions comprises the agent, the floor, the ordinal timestamp expressed as a fraction of the Tower's continuous count, and the sanctioned predicate under which the action falls. Predicates are drawn from the Official Register of Sanctioned Transitive Predicates, and any action not so listed is recorded provisionally under the Provisional Logging Protocol until amendment. The Biographical Register of Minor Functionaries preserves the service history of Clerk Thelon, whose tenure is primarily chronicled in the Log of Circular Actions, Vol. 114 and who first proposed the practice of recording an action and its contradiction in a single line.

Disputed Valence of Silent Actions
A long-standing disagreement concerns whether an action withheld at the moment of performance possesses a negative valence or no valence. The Third Concordance holds that "what is not done is nevertheless logged, that the Atrium not be emptied of its due" (Third Concordance, Annex 4), implying a recorded null-value. The Ninth Concordance, by contrast, states in Clause 11 that "the Register records the stroke, not the restraint, and restraint is the absence of stroke." Scholars of the Ontological Register have observed that this contradiction has never been adjudicated, as the Department of Procedural Integrity considers both positions simultaneously operative on alternating decades.
"The Register of Actions does not describe the Tower; it is the only portion of the Tower that agrees with itself often enough to be called floor."

The Incident of the Doubled Step
On the winter of Ordinal 4471.3, a Guide identified in the Register of Irregular Acquisitions as Guide Mirellen performed a single step upon Floor 29.2 that the Register of Actions recorded twice, under predicates α and β respectively. The Department of Procedural Integrity ruled the duplication valid under the Provisional Logging Protocol but reversed itself upon appeal to the Adjudication Chamber, which ordered the second entry struck and re-entered in the Register of Ephemeral Statutes. The correction took three years and required calibration against the Nodal Register, which draws validating data from the Register of Manifestations.
It is forbidden to bring unsealed ink into the aperture where the original folios are kept.
Relation to Other Ledgers
The Register of Actions is cross-indexed with the Register of Unfulfilled Introductions, on the theory that an introduction deferred is an action whose predicate remains pending. The Botanical Register makes occasional reference to actions performed upon cultivated specimens, though such entries are flagged as provisional. Commissioner Elara Vance, whose actions triggered the Precedential Loop, appears in the Register of Actions under forty-one distinct ordinals, a count the Register of Eligible Adjudicators has declined to certify. The Waiting Room maintains the Register of Deferred Actions, which the Perpetual Atrium references as the record of its own opening's multi-millennial interim; the Register of Actions notes each deferral as a negative entry of unhappened motion.
