Definition and status
The Perpetual Atrium is a Class-3 Structural Theoretical Blueprint for a "Structure-in-Waiting", formally codified under Clause 44(a) of the Manual of Perpetual Deferral. It describes an administrative chamber that is architecturally complete on paper and unopened in fact: a domed space with a central oculus admitting light from a future day, and ventilation ducts lined throughout with tranquil quartz. Its canonical elevation, preserved among the plates of Annexed Atrium, gives an oculus diameter of 11 cubits 4 digits and a duct bore of 9 digits.
The Atrium holds a triple and not entirely compatible standing. It is a Theoretical Blueprint, catalogued as an object; a space in which the original copies of all active Deferral Certificates are displayed, catalogued as a place; and, per a 1723 ruling of the Grand Atrium Clerk-Superior, an entity possessing "contingent sovereignty" over pending events and documents. The register of subsidiary atria maintained by the Grand Atrium of Reference lists it without remark on which of the three is primary.
Architecture
The Blueprint specifies a chamber of 64 cubits on the side, raised on a single step and enclosed by a colonnade of eleven bays to a side, of which the ninth is always drawn unbuilt. Light enters only through the oculus, which is oriented not to the sky above the Tower but to a day not yet reached; the resulting interior illumination is described in the plates as "even, and without hour". The tranquil quartz lining of the ducts is specified to a thickness of three digits and is the reason the chamber appears on the escrow books of the Office of Perpetual Affairs at all.
No construction has been authorised. The Blueprint's own margin carries the standing note: Structure-in-Waiting; opening multi-millennial, interim recorded, a reference to the entry in the Register of Deferred Actions dated an indeterminate first year, whose interval has been recalculated four times and lengthened on each occasion. Visitors to Floor 412 the Equinoctial Atrium occasionally report a draught of quartz-scented air from an unmarked wall; the Equinoctial attendants log these under "adjacent-void phenomena" and do not investigate.
The displayed originals
The Atrium is credited with holding original copies of every active Deferral Certificate, though by Clause 44(a) these originals are held "in abeyance of place, pending the opening". In practice the certificates are seen, and have been seen for as long as anyone keeps a ledger of such things, in the display racks of the Hall of Perpetual Review, which are marked with the Atrium's seal. The Clerk of Perpetual Pending maintains that this is a distribution of the Atrium's holdings rather than a contradiction of them; the Librarian attached to the Echovoid Atrium recorded in the sixth recension of the Chronicles of the Mutable Atrium that "a display rack in a hall is not a room that does not exist, though it may be its tenant".
The seal itself — an oculus within a square, with the step drawn twice — indicates an open file. Under the practices recorded in Volume xi of the Chronicles of the Mutable Atrium, missives stamped with it are not to be closed, returned, or answered, only annotated. This is the origin of the standing prohibition in the Waxwell Atrium scriptorium against stamping in purple wax, the Atrium's colour: too many open files at once rendered the racks unstackable in the winter of an unspecified year and one shelf collapsed.
Contested readings
The Third Concordance and the Fifth Concordance disagree on whether the Atrium is a place at all. The Third, in its second annex, treats it as a location with coordinates, and instructs that expeditions be mounted toward it; the Fifth, in the chapter on structural patency, holds that a Structure-in-Waiting has no coordinates until opened, and that expeditions toward it are expeditions toward nothing, and should be logged as such. Both citations are currently in force. The Atrium of Authority has twice attempted to arbitrate, and twice issued a ruling which cites both Concordances without reconciling them, a technique now taught in the Penumbral Atrium reading rooms as "the double citation".
A minority position, associated with the Œdicentric Calibration Atrium, holds that the Atrium has in fact been opened, and that the opening is itself deferred. On this reading the "light from a future day" is not light that will arrive but light that has arrived and is waiting to be admitted, which would make the chamber's illumination a matter of filing rather than astronomy. The Office of Perpetual Affairs has declined to comment, noting only that the escrow balance stands as allocated.
Administration
Nominal maintenance of the Atrium is funded from a budget line held continuously in escrow since the office's founding, on the grounds that a Structure-in-Waiting cannot incur maintenance costs until it exists and cannot exist until the maintenance is released. The two conditions are each cited, in separate memoranda, as the reason the other has not been met. Quartermasters of the Grand Atrium are instructed to keep one bay of the ninth colonnade clear at all times, a provision whose origin is disputed and whose purpose has never been stated in writing.
Two Librarians are assigned to the Atrium permanently, on rotation between the Hall of Perpetual Review and an antechamber that does not appear on any floor plan. Their report to the Librarian of Record is a single sentence, unchanged for as long as the reports have been collated: The chamber stands complete and unopened; the light is on its way.
