Office of Unfunded Certainty
MS 4166.17 · Guilds, orders and offices
Office of Unfunded Certainty is a budgetary and administrative paradox documented within the Tower's procedural records. Formally established by the Seventh Eighth Ninth Concordance (Amendment Γ), it is a department with a mandate, a location (Spiral 9-B), and a defined operational purview, but possesses no allocated fiscal resources, personnel roster, or material assets. Its existence serves as the primary institutional mechanism for acknowledging and administratively containing concepts, objects, or inquiries whose factual validity is deemed probable yet whose operational cost cannot be justified.
Mandate and Function
The Office's mandate, as per Clause 22 of Ninth Concordance, is to "receive, catalog, and maintain in a state of potential all matters of high probable certainty for which funding cannot, at present, be located." This intentionally vague directive covers a wide spectrum of holdings, including theoretical extensions of existing archives, proposed but unverified sub-categories of phenomena, and artifacts reported by expeditions but not yet physically recovered. By transferring a subject to the Office of Unfunded Certainty, the originating department—such as the Office of Paradoxical Acquisitions or the Office of Primary Determinations—formally recognizes its plausibility while divesting itself of any responsibility for its proof, upkeep, or further investigation.
Functionally, the Office operates as a bureaucratic limbo. Submissions are accepted via Form 44-U ("Petition for Probable Certainty"), which is then stamped, assigned a docket number, and filed within the Office's theoretical shelves. No follow-up actions, reports, or verifications are generated. The act of filing constitutes the entirety of the Office's workflow, a principle upheld in the landmark ruling In re: The Spectral Atlas of Floor ǂ, which determined that "administrative receipt fulfills the mandate of maintenance."
Physical and Ontological Status
While Spiral 9-B is designated as the Office's location, access is prohibited under Regulation 44-B, due to the spiral's classification as containing "ambient fiscal voids" deemed hazardous to nearby Pillars of Certainty. Consequently, the Office has no physical presence. All Form 44-U submissions are deposited in a designated basket outside the Office of Scriptorial Integrity, which is responsible for the weekly ritual incineration of these documents. Scholars from the Office of Metaphorical Literalism argue this incineration represents a literal "burning of funds" and thus is the Office's only budgetary activity.
The ontological standing of holdings within the Office is a subject of continuous debate. The Committee for Ontological Review has never ruled on the matter, leaving it in a state of deliberate ambiguity. Proponents of the Strong Interpretation, often citing Vole's Axiom, argue that certainty of administrative categorization is not equivalent to certainty of object, and thus the holdings remain merely probable. The Weak Interpretation, favored by pragmatic administrators, holds that the act of filing with the Office constitutes a low-grade, state-sanctioned form of existence, sufficient for cross-referencing but not for practical application.
Controversies and Precedents
The Office is frequently at the center of inter-departmental disputes. A notable case involved the Warden of Perilous Folios, who attempted to transfer custodianship of several actively decaying Type A Holds to the Office, claiming their continued preservation was "fiscally uncertain." The Office of Discrepancy Management successfully appealed, arguing that material integrity, once breached, creates a tangible cost that cannot be rendered unfunded. This established the precedent that only purely conceptual or not-yet-materialized subjects are eligible for transfer.
A further contradiction arises from the Third Concordance, which contains a "Disavowal of Certainty" regarding all unfunded mandates. This directly conflicts with the Ninth Concordance's establishment of the Office, a contradiction typically resolved by citing the Third Concordance again, as it also provides the protocol for citing contradictory Concordances without invalidating either.
Role in Tower Bureaucracy
Beyond its stated function, the Office of Unfunded Certainty serves several critical, unspoken roles within the Tower's ecosystem. It acts as a pressure valve for scholarly curiosity, allowing for the speculative without demanding the empirical. It provides a definitive, dead-end citation for inquiries that threaten to consume disproportionate resources. Furthermore, its existence justifies the budget lines of other departments, such as the Office of Chronometric Standards and the Office of Dimensional Integrity, by providing a contrast against which their funded certainty can be measured and defended.
Ultimately, the Office is less a department and more a consensus. It is the embodied agreement that some certainties, however compelling, must remain theoretical—not because they are false, but because their truth would be inconveniently expensive. Its continued existence, funded by nothing and staffed by no one, remains one of the Tower's most elegantly sustained bureaucratic fictions.
