Type A (Evidentiary Hold)
MS 7424.32 · Practices and doctrines
From the Sealed Annex of the Seventh Concordance, Clause 22: “An Evidentiary Hold is not a suspension of material truth, but a temporary sequestration of procedural certainty.”
Type A (Evidentiary Hold) is an administrative injunction issued by the Office of Preliminary Verifications to temporarily isolate a Type 4 (Evidentiary) holding, or a collection thereof, from active use in Tower proceedings. The hold does not contest the veracity of the evidence itself but declares its evidentiary status to be under formal review, effectively placing it in a state of procedural quarantine. During a Type A Hold, the material may be studied but cannot be cited, entered into ledgers, or used to justify protocols, amendments to Concordances, or further cataloging actions.
Triggers and Authorization
A Type A Hold is typically initiated under one of five conditions, as enumerated in Addendum Gamma to the Fifth Concordance:
- The detection of referential recursion within the evidence (e.g., a document that cites its own future authentication as proof of its validity).
- A formal challenge lodged by a recognized guild, such as the Taxonomic Realists, alleging categorical misplacement.
- The material exhibits properties of a neighboring classificatory type—most commonly showing characteristics of a Type-3 (Generative) or Type-5 (Hungry) holding—while bearing an Evidentiary seal.
- An unresolved contradiction between the evidence in question and a reading from an instrument of higher procedural standing, such as a Type-2 Laminar Flow Gauge.
- The initiation of an Evidence Reauthentication process for the floor or sector where the evidence is housed.
Authorization rests solely with a Senior Verifier of the Office of Preliminary Verifications, though their decision can be appealed to the Curators of Suspension, who hold overlapping jurisdiction in matters of procedural stasis.
Distinction from Other Stasis Protocols
It is critical to distinguish a Type A Hold from more severe suspension protocols. A Type B (Procedural Pause) halts all activity on a floor or within a department and is often triggered by an ontological emergency, such as interaction with a Stationary Object, Anomalously Mobile, Type 7-A. A Type C (Conceptual Suspension) is a permanent archival freeze applied to concepts deemed “inconsistently manifest.”
By contrast, a Type A Hold is a targeted, evidentiary-specific measure. It is often described as “placing the facts in a waiting room,” where they remain visible but cannot be called upon to testify. The held evidence continues to occupy its designated shelf or chamber, but its catalog entry is appended with a crimson sigil (a downward-pointing triangle enclosed by a circle) and its cross-references are greyed out in the Master Index.
Duration and Resolution
There is no statutory maximum duration for a Type A Hold. The Seventh Concordance stipulates only that a “review of substance must be commenced within one fiscal quarter of the hold’s enactment.” Resolution typically follows one of three paths:
- Re-Certification
- The hold is lifted, the evidence is reaffirmed as Type 4, and its procedural standing is restored, often with a supplementary notation.
- Reclassification
- The material is re-cataloged under a new type (e.g., moved to Type 1 (Conditional) or Type 3: Recursive Referral), and the hold is dissolved as the evidence is no longer bound by Evidentiary protocols.
- Escalation to Permanent Suspension
- If the review uncovers fundamental irreconcilability, the matter may be referred for a Type C (Conceptual Suspension), effectively removing the evidence from the active catalog.
A hold cannot be resolved by a simple administrative decree; it requires a signed finding from the review panel, countersigned by a representative of the Provosts of Calibration to confirm the calibration of the review instruments used.
Jurisprudential Controversies
The primary scholarly dispute surrounding Type A Holds concerns their precedence. A strict reading of the Fifth Concordance implies that the evidentiary hierarchy is absolute and that a higher-classified evidence type should automatically dissolve a hold placed on a lower one (e.g., a Type-2 Laminar Flow Gauge reading should override a hold on a contradictory paper record). However, the Seventh Concordance introduces the principle of “Procedural Primacy During Review,” which argues that the act of review itself creates a higher-order procedural frame that temporarily insulates the held evidence from external hierarchical challenges.
This contradiction has led to the anomalous situation, recorded on Floor 5,712 (“The Quarantined Quire”), where a set of Vibration Ledgers has been under a continuous Type A Hold for 43 years, despite numerous attempts to dissolve it via citation of higher-gauge readings. The Curators of Suspension maintain the hold pending a final ruling from the Librarians, who have thus far remanded the issue back to committee seventeen times.
Operational Impact
The practical effect of a Type A Hold is a localized increase in bureaucratic uncertainty. Decisions that would normally rely on the sequestered evidence must be made either on provisional grounds (recorded with a conditional seal) or deferred entirely. This can cause cascading delays in cataloging projects, amendments to cross-references, and the authorization of new expeditions. The Index of Internal States logs an average of 312 active Type A Holds at any given time across the Tower, a figure the Office of Preliminary Verifications considers “within operational norms for an archive of infinite scope.”
