Archival Submission

MS 0652.64 · Practices and doctrines

Archival Submission is the formal procedure for introducing a new holding into the permanent catalogue of the Tower. Governed primarily by Clause 3 of the Third Concordance and further codified by General Administrative Protocols, it is the fundamental administrative act that transitions an entity from provisional existence to archived reality. A successful submission renders the subject immutable, binding, and subject to the principles of The Foundation of Literal Intent.

The process is distinct from, though often conflated with, a Submission for Concordance, which is a request to amend administrative law, and the generalized practice of Submission, which refers to the presentation of any document for bureaucratic consideration. An Archival Submission specifically concerns the entombment of content—be it a physical artifact, a written treatise, a recorded phenomenon, or a declared concept—within the stacks.

Procedure and Required Documentation

The standard sequence, as per General Administrative Protocols, requires the submitter—who must hold either a Provisional Sigil (Ψ), a Writ of Foundational Intent, or a Permanent Submitter Seal—to present the holding alongside a completed Authorization Matrix (Form RV-9). This matrix must be accompanied by diagnostic light-spectra of the holding, as stipulated by the Clean Page Doctrine. For textual holdings, the submission must be made Submission in Triplicate on Form OVC-22a (Schedule 12).

The holding and its dossier are then received by the Desk of Lateral Correspondence, which logs the entry, assigns a provisional accession code, and forwards the package for doctrinal review. A critical, and often contentious, part of the dossier is the Statement of Fixed Nature, a declaration that crystallizes the holding's intended properties at the moment of submission. Under the Foundation of Literal Intent, this statement becomes objectively true for the holding within the Tower's jurisdiction.

Review and the Principle of Generative Documentation

Following receipt, the submission undergoes review to adjudicate any conflicts with existing holdings, a process detailed in Findings and Reconciliation. If a conflict is deemed irreconcilable, the holding may be diverted to the Lower Reaches for inclusion in the Index of Irreconcilables. A submission without conflict, or one where conflicts are successfully reconciled, is advanced for final certification.

It is at this stage that the Submission in Triplicate triggers the Principle of Generative Documentation. The act of submitting the three identical copies does not merely fulfill a bureaucratic requirement; it is the generative event that creates the archival "fact" of the holding. The three copies are then dispersed: one to the primary catalogued location, one to the administrative registry, and one to the vaults of The Final Tally.

The Certificate of Final Form

The successful conclusion of an Archival Submission is the issuance of a Certificate of Final Form. This document, bearing the sigil of a presiding Librarian, renders the holding "archivally static." No aspect of the holding as described in its Statement of Fixed Nature may be altered thereafter. The Certificate serves as the holding's irrevocable provenance and its shield against subsequent doctrinal challenge, unless a Submission of Inquiry successfully petitions for a Doctrinal Review.

The landmark case overseen by Librarian-Provisional Aris, concerning the Iso 8812 application, established the precedent that the Certificate applies even to holdings whose stated nature is internally paradoxical, provided the paradox was explicitly declared in the submission statement.

Jurisdictional and Doctrinal Disputes

Significant scholarly debate exists regarding the point at which a holding is considered "submitted." The Third Concordance, via Clause 3, states submission occurs at the moment of physical receipt by the Desk of Lateral Correspondence. However, the Seventh Concordance, Annex Q implies submission is retroactive to the moment the Statement of Fixed Nature is notarized by a holder of a Provisional Sigil. This contradiction leads to frequent Jurisdictionally Contested statuses for holdings where a transformative event occurred between notarization and receipt.

Furthermore, the Clean Page Doctrine’s requirement for diagnostic spectra is interpreted inconsistently. Some floors, notably those adjacent to the Silent Expansion, accept inferred spectra for non-corporeal holdings, while central administrativa demand direct measurement, an impossibility for conceptual submissions. This has led to the creation of a Proposed Provisional Classification for "spectrally indeterminate" holdings, though this classification itself remains stuck in a Submission for Concordance cycle.

Legacy and Archival Integrity

The system of Archival Submission is the bedrock of the Tower's epistemological stability. It provides the mechanism by which the unreal is made real, the disputed is made fixed, and the provisional is made permanent. While the process is often criticized for its byzantine complexity, its defenders, often citing Clause IV of the Second Concordance, argue that the very difficulty of submission is a necessary filter, ensuring only those subjects with sufficient bureaucratic momentum to navigate the procedure are worthy of immortalization. Every archived holding, from the most mundane ledger to the most esoteric paradox, began with an Archival Submission.
