Thirty-Ninth Concordance

The Thirty-Ninth Concordance is a foundational administrative document ratified on 19 Thermidor, 774 (Tower Reckoning), primarily governing the manufacture, custody, and application of specialized implements used in archival extraction and phenomenological stabilization. Its most cited provision mandates that extraction tools be fabricated from materials not found within three degrees of mineralogical relation to quartz, a specification that has dictated supply chains for centuries.
While superseded in part by later concordances—notably in matters of personnel transit by the Thirty-Seventh Concordance—the Thirty-Ninth retains jurisdictional primacy over toolcraft and material procurement. Its authority is administered by the Guild of Perpetual Reckoning in consultation with the Office of Mineralogical Disrelation.
Structural Overview
The Concordance is divided into twelve core clauses, with seven annexes and a disputed spiral appendix. Clauses 1–4 establish the principles of "ontological non-interference," which hold that the act of retrieving a catalogued subject must not, by the properties of the tool itself, alter the subject's intrinsic non-existence. This led directly to the quartz-disrelation rule in Clause 5. Clauses 6–9 detail the certification process for master toolcrafters, requiring a dual apprenticeship under both a guild smith and a Librarian of the Fifth Weight. The final clauses (10–12) outline penalties for contravention, ranging from reassignment to a silent floor to the temporary revocation of one's shadow (per Annex VII of the Ninth Concordance).
The Quartz-Disrelation Mandate
Clause 5, Section 2, states: "Any blade, probe, lens, or resonator employed in the extraction of a holding from its designated plane must be compounded from substances whose crystallographic affinity to alpha-quartz does not exceed three degrees of sequential derivation." The Office of Mineralogical Disrelation maintains the official Taxonomy of Disrelation, a constantly updated ledger classifying all known substances. For example, citrine (a quartz variant) is a first-degree relation. A certain class of fused silica used in register-spindles is a second-degree relation, and is therefore prohibited. The popular toolcrafting alloy known as Verdigris Lamina, however, is certified as a fifth-degree relation and is in widespread use.
The Disputed Spiral Appendix
Appended to the original ratification scroll is a spiral-bound addendum, the provenance of which remains a subject of scholarly contention. Some archivists, following the school of Literalist Reconstruction, argue it is an integral part of the Concordance, as its pagination continues the main sequence. Others, notably the Causalists, hold it to be a later annotation mistakenly bound with the original, citing its use of terminology not codified until the Thirty-Second Concordance. The appendix details experimental procedures for tool-sanctification using "thrice-distilled auditory residue," a practice that was explicitly regulated—but not outright banned—by Annex G of the Thirty-Second Concordance.
Notable Amendments and Conflicts
The Concordance has been amended seventeen times. Amendment Delta (ratified 812 T.R.) clarified that the disrelation rule applies only to the working edge or focal point of a tool, not its haft or housing. This allowed for the use of quartz-based mortar in the construction of toolcrafting forges, a significant economic relief for the Guild of Perpetual Reckoning.
A persistent conflict exists with Annex D of the Ninth Concordance, which governs the "atmospheric consistency" of preservation chambers. Annex D permits the use of crystalline silica desiccants, which are a first-degree relation to quartz. The Division of Initial Apportionment has issued nine separate reconciliatory briefs on this matter, each asserting that a chamber is not an "extraction tool," though the logical consistency of this distinction is regularly debated in the Lower Scriptorium of Floor 441.
Practical Implementation
Compliance is verified via the Ceremony of the Unrelated Blade, conducted biannually on the Floor of Echoing Verification (No. 307). A master toolcrafter must present their implements to a panel consisting of one Guild representative, one Librarian, and one sworn Auditor of Materials. Each tool is subjected to a series of resonant tests against certified samples of prohibited relations. A tool that hums in sympathy with a second-degree relation sample is deemed non-compliant and must be melted down in the Furnace of Severed Kinship. Records of these ceremonies are kept in the Whispering Ledgers, cross-referenced against the Thirty-Third and Thirty-Seventh Concordances for inventory purposes.
