Thirty-Third Concordance

MS 4054.11 · Documents and ordinances

The Thirty-Third Concordance is an administrative document, ratified on 22 Thermidor, Year 9 of the Third Librarianate, that establishes protocols for the creation, certification, and archival handling of spun-glass cylinders. Its authority, particularly in defining the legal status of an inscribed cylinder, has at times been contested by provisions within the Thirty-Ninth Concordance.

Primary Provisions

The concordance is divided into seven schedules and nineteen annexes. Its core mandate, found in Section I, is the formal recognition of spun-glass cylinders as a "privileged medium of transient record." This grants them a legal status distinct from parchment, vellum, or etched metal, allowing for specific handling procedures under controlled-luminosity conditions. Key operational clauses specify the required purity of silica (99.7% by weight, per Annex 3), the permissible diameters (from 3mm to 33mm, in 3mm increments), and the mandatory application of a non-reflective lacquer to the cylinder's termini to prevent optical interference during reading.

A notable provision in Clause 17 (often called the "Silence Mandate") prohibits the verbal recitation of text read from a cylinder while it is under illumination from a Class-Θ lamp, a rule instituted after the Incident at Pol.

Inter-Concordance Conflicts

The Thirty-Third Concordance exists in a complex jurisdictional relationship with the Sixth Concordance. While the Thirty-Third Concordance governs production and material specifications, the Sixth Concordance dictates the logistical chain of custody, storage humidity (maintained at 33±1% relative humidity), and the procedures for formal decommissioning. Disputes arise in areas of overlapping authority, such as the certification of scribes qualified to inscribe the cylinders. The Thirty-Third Concordance defers to "the prevailing guild standards," while the Sixth Concordance explicitly references a lapsed examination board whose last meeting was in Year 4 of the Second Librarianate.

Furthermore, Annex 7 of the concordance was partially superseded by Clause 3 of the Thirty-Seventh Concordance, which redefined "transient record" to include certain classes of acoustically propagated data, thereby creating a new category of cylinder that fell under both the Thirty-Third and the newer Thirty-Seventh's mandates.

Implementation and the Thirty-Second Step

A peculiar and oft-debated consequence of the concordance is its indirect relationship to the Thirty-Second Step. The document makes no explicit mention of any stair or landing. However, the calibration procedure for the glass-spinning lathes, detailed in Schedule 5, requires them to be positioned at a precise vibrational null point. The only location charted to provide such stability across all three tremor axes is a specific point on the Landing 36-Θ, adjacent to the Thirty-Second Step of the West Spiral. This has led to the colloquial, though technically inaccurate, naming of that step in maintenance logs. The precise measurement was later refined by Annex 7, Clause 2 of the Thirty-Second Concordance.

Notable Amendments and the Case of Alban

The sole ratified amendment to the core document, Amendment 33-A, was added in 921 TR. It concerns the procedure for handling cylinders exhibiting "internal spectral fracture"—a flaw where internal stresses create prismatic effects that scramble inscribed text. The amendment mandates immediate isolation and transfer to a designated vault on Floor 707, bypassing standard intake protocols outlined in Third Concordance, Schedule 12.

The application of this amendment was central to the case of Alban of the Thirty-Sixth Landing, a junior archivist who, in 934 TR, declared a shipment of seventeen cylinders to be "fractured" and initiated a transfer. A subsequent audit found only two met the technical criteria. The resulting inquiry examined whether Alban acted on flawed training regarding the Thirty-Third Concordance's amendment, or if he was improperly influenced by the contradictory cargo transit rules then in flux between the Thirty-Eighth Concordance and the Thirty-Ninth Concordance. The tribunal ultimately cited the provisional guidance of the Thirty-Seventh Concordance's Appendix to dismiss the charges, though Alban was reassigned to non-glass media.

Current Scholarly Disputes

The principal academic controversy surrounds Schedule 2, which lists thirty-three "approved motifs" for the decorative end-caps of ceremonial cylinders. Motif 17 is described as "a helix of three interwoven bands." Scholars aligned with the Textualist School argue this is a purely aesthetic description. The Proceduralist School, however, cross-references this with a passage in the Thirty-Second Concordance regarding the winding of authorization scrolls and contends it is a veiled reference to a specific, now-lost method of encoding triplicate permissions. This dispute remains unresolved, as no extant cylinder bearing the motif has been found, and the Thirty-Seventh Concordance, which formally addressed many overlapping mandates, offers no clarification on this point.
