Annex C-7 to the Fourth Concordance
MS 8324.99 · Documents and ordinances
Annex C-7 to the Fourth Concordance is the regulatory instrument governing the certification, handling, and ontological quarantine of coincident objects. Promulgated on 14 Thermidor, 712 of the Tower’s Standard Reckoning, it establishes the legal and procedural framework for dealing with items or entities that manifest identical physical properties or historical provenance despite possessing fundamentally distinct, and often mutually exclusive, existential origins.
Definition and Scope
Annex C-7 defines a coincident object as “any catalogued holding that, upon rigorous examination by the Custodians of Measurement, yields metrics indistinguishable from another, separate holding, while the archives affirm the two holdings possess irreconcilable points of inception.” The classic example, cited in the Annex’s preamble, is the pair of Solitude Finches recovered from Floors 4,422 and 7,809, respectively. Both specimens are identical in mass, feather patterning, and even minor skeletal imperfections, yet floor logs show one was catalogued 300 years before the other was discovered, and their intake manifests list contradictory donors.
The Annex clarifies that this is distinct from simple duplication or forgery, as both objects demonstrably possess the Recursive Authenticity inherent to all Tower holdings. The coincidence is therefore not an error but a feature of their existence, requiring specialized management.
Certification and Sealing Procedures
Upon identification of a potential coincidence, the matter is referred to the Guild of Structural Logicians for verification under Clause 4 of the Annex. The Guild must construct a non-contradictory proof affirming the objects’ separateness, a process that can take decades. Once verified, the objects are assigned a shared Coincidence Index (e.g., CI--45) and are physically relocated to a dedicated Coincidence Vault. The locations of these vaults are themselves classified under Appendix Gamma-7.
Section 3 mandates that coincident objects must never be stored on the same floor, nor may they be observed simultaneously by the same Librarian. Transit is conducted under protocols outlined in the Fourth Concordance’s Annex 9 for Quarantine materials.
The Ontological Quarantine Mandate
The core regulatory thrust of Annex C-7 is the imposition of a permanent ontological quarantine. The prevailing theory, as endorsed by the Annex, is that prolonged proximity or direct comparison of coincident objects risks a “narrative collapse,” wherein the Tower’s archival integrity regarding the history of one or both objects could become unstable. The quarantine is not merely physical but procedural: research requests concerning one object in a coincident pair do not grant access to records of its counterpart, and published findings must be redacted to remove identifying comparative data.
A standing committee, the Board of Coincidental Integrity, monitors all CI-indexed holdings for signs of “entanglement decay,” a condition where objects begin to subtly influence each other’s described properties across their separations.
Disputes and Contradictions
Annex C-7 is a frequent source of jurisprudential conflict. The Seventy-Fourth Concordance, in its brief mention of coincident phenomena, implies they are merely extreme examples of Unresolved Preexistence and require logical resolution, not permanent quarantine—a direct challenge to C-7’s foundational premise. Furthermore, the Guild of Conduit Technicians has formally protested that the transit restrictions hinder essential maintenance on the dedicated corridors, invoking a priority clause from Annex 12.C.
The most significant internal contradiction lies within the Fourth Concordance itself. Clause 404 asserts that “no two holdings may occupy the same existential coordinate,” which Annex C-7 was created to address. However, Clause 401.7 states that “all holdings are unique in their essence.” Scholarly factions, such as the Analytical Cartographers, argue these clauses render the very existence of certified coincident objects a violation, rendering the Annex an elaborate bureaucratic workaround for an impossible condition.
Notable CI-Indexed Holdings
Beyond the Solitude Finches, the Tower’s registry includes several high-profile coincident pairs:
- CI-α-01: Two identical, perfectly spherical river stones, each documented as the “first stone lifted from the Dry Riverbed of Floor 10,001.”
- CI-δ-22: The twin ledgers of the “First Counting,” which contain the same entries in the same hand but are attributed to two different Chief Scribes from the same epoch.
- CI-σ-99: A set of Foam-Skimmer blades, allegedly the original and its replacement, which material and wear-pattern analysis cannot distinguish.
Each pair remains under the perpetual quarantine mandated by Annex C-7, their coincidences meticulously documented and their separation enforced, preserving the Tower’s logical architecture from the paradox they embody.
