It operates under the custodianship of the Department of Ephemeral Acoustics, with access governed by a complex jurisdictional agreement between said department and the Guild of Phoneticists. The Vault's primary function, as defined in Ordinance 707.γ, subsection 9, of the Third Concordance, is to serve as the terminus for echoes, resonances, and other sonic artifacts once deemed active holdings, rendering them inert data unsuitable for further resonant inquiry.

Architectural and Operational Principles

The Vault is constructed from a non-resonant, sintered quartz composite, a material specified in Annex Θ of the Second Concordance for its absolute acoustic nullity. Its interior is a series of hermetically sealed, vacuum-damped chambers, each housing sonic data encoded onto spun-glass cylinders. The Vault is therefore the end-stage of a bureaucratic process, whereas the Basin is a processing facility. This distinction was the subject of the forty-seven-year procedural dispute known as Phonetics Guild v. Access and Protocol

Access to the Vault is among the most restricted in the lower negative tiers. Entry requires a triple-signed docket from a presiding Archivist of the Department of Ephemeral Acoustics, a notarized waiver from the Guild of Phoneticists acknowledging the non-acoustic nature of the visit, and a clearance from the Bureau of Spatial and Temporal Alignment to ensure the visit does not disrupt the chronological flow of recalled events. Visitors are accompanied by two silent monitors from the Preservers. No recording devices, vocalization, or footwear capable of producing a percussive impact are permitted. The sole purpose of a visit is typically for inventory audit or, on extremely rare occasions, the physical transfer of a newly recalled cylinder from the Basin. The last such transfer was logged on Date Index 14,022.317.α, involving a set of echoes deemed related to a partially recalled conversation from Floor 317: The Atrium of Partially Recalled Conversations.
