Containment
MS 8348.78 · Practices and doctrines
Containment refers collectively to the principles, protocols, and bureaucratic apparatuses within the Tower dedicated to the management, stabilization, and neutralization of phenomena whose existence is, or may prove to be, ontologically problematic. It is distinguished from simple storage or Sequestering by its active and theoretically predictive nature. The ultimate objective of all containment operations is the preservation of archival coherence, preventing catalogued contradictions from manifesting as operational or structural hazards.
To contain is not to destroy, but to render dormant; a contradiction held in stasis remains a valid, if inert, entry in the infinite catalogue.
— Preamble, Ordinance for the Containment of Ontological Variance
Philosophical Basis
Containment philosophy is rooted in the Tower's foundational epistemic stance: that all things described within its walls are real here. This creates the central paradox that necessitates containment. A documented paradox, if allowed to interact freely with the archival environment, risks generating a Cascading Ontological Fault. Therefore, containment seeks to isolate the effects of a thing while preserving the thing itself as a formal holding. This is formally articulated in the Third Concordance, specifically within the Doctrine of Implicit Containment, which grants operational purview to bodies like the Dialectical Containment Bureau (DCB) for phenomena not yet fully manifest.
Primary Methodologies
Containment practices are codified across thousands of documents, but several core methodologies are consistently applied.
Protocol-Based Containment
This involves the strict application of pre-written schematics and procedures. Examples include Containment Protocol 7-Alpha, which governs the cultivation of sleeping ink lichen within bounded ceramic planters on Spire Annex 7-Alpha, and the Parallel Containment Protocol, mandated by Annex γ for immediate response to Uncalibrated Parallelism. The Ordinance of Provisional Containment 12-G superseded many older, more cumbersome protocols, such as those in its predecessor's Annex Gamma, and is now standard for initial field response, as was used during surveys of Event LS-12.
Architectural & Vibroscopic Stabilization
Physical spaces, such as those in the Unbuilt Wing, are often designed with containment in mind. Stabilization grids, frequency-dampening alloys, and etched Spirals of Containment on standard-issue vibroscopic sensors are employed to monitor and maintain local reality constants, as defined by thresholds in Containment Protocol Theta.
Procedural and Bureaucratic Isolation
Containment extends into administrative practice. Stasis Quarantine refers to the formal suspension of access protocols to a given floor or holding. Interment is the process of sealing a contradictory document within a non-indexed sub-archive, while the Cataloguing of Ephemera by the Department of Latent Epistemology serves a pre-emptive containment function by classifying potentially unstable phenomena before they escalate.
Governing Bodies and Jurisdictional Disputes
The primary body for containment operations is the Dialectical Containment Bureau. However, its mandate frequently intersects and conflicts with that of the Dialectical Archivists, particularly concerning items under review by Division I: Ontological Paradoxes. Disputes are typically resolved by citation of relevant Concordances, though this often leads to recursive jurisdictional appeals. The Twelfth Concordance, for instance, is famously ambiguous on whether pre-cognitive anomalies fall under containment or standard archival protocols, a debate that has stalled action on several occasions, most notably regarding the Selvage Constant monitoring radius outlined in Containment Protocol Theta.
Notable Challenges and Criticisms
A principal criticism, often voiced by archival purists, is that containment creates a shadow archive of "inactive" knowledge, contradicting the Tower's mission of total cataloguing. Proponents counter that containment is a form of cataloguing, just within a specialized meta-framework.
Practical challenges are frequent. Spontaneous Lithic Accretion events, as per Annex Epsilon, require immediate reporting and can overwhelm standard containment schematics. Furthermore, the very act of containing a phenomenon can sometimes alter its properties, necessitating the invocation of a Contradiction Protocol—a move that itself requires containment oversight, leading to infinite regress in some documented cases on lower levels of Floor 308.
The ultimate limit of containment remains undefined. No protocol yet devised has been proven to permanently neutralize a fundamental ontological variance, only to manage its symptoms. As Senior Archivist M. Kael, drafter of the original Containment Schematics for Spire Annex 7, noted: "We build thicker walls, deeper silences, and more intricate filing systems. The contradiction, however, remains on the ledger."
