Systolic-Diastolic Filing System

MS 6819.04 · Practices and doctrines

Systolic-Diastolic Filing System is an operational filing practice derived from the principles of Cardiocentrism, wherein all documents pertaining to an active subject are categorized as being either in systole or in diastole. Its formal designation within the Grand Taxonomy is Protocol SD-19, though it is commonly referred to by its descriptive name.

The system was formally codified in Tower Year 2894 under Annex Γ of the Seventh Concordance, superseding the earlier and less dynamic Kael System. Its primary function is to manage the conceptual vitality of a subject file, distinguishing between periods of active inquiry, amendment, and dispute (systole) and periods of dormancy, consolidation, and archival readiness (diastole). A file's status is not static; it may cycle between phases numerous times, a process governed by the Clause 44.7 Review Protocols.

Operational Principles

At its core, the Systolic-Diastolic System treats the life-cycle of an administrative subject as analogous to a cardiac cycle. A file designated as in systole is considered to be under active pressure. This status applies to:

Conversely, a file in diastole is in a state of receptive rest. This includes:

  • Subjects that have not been amended or cited for a period of 33 Tower Years.
  • Files that have been fully reconciled under a Dispute Resolution ruling.
  • Archival copies of superseded systems, such as the complete filing records for the Sixth Concordance held on Floor Ξ-7.

Implementation and Workflow

The practical application of the system falls under the purview of the Indexing Guild. A file's status is physically indicated by colored bands affixed to its docket: a crimson band for systole, a slate-grey band for diastole. Transition from one state to another requires the submission of Form SD-2 ("Notice of Phase Transition"), approved by a Senior Librarian of at least Grade VII.

As per Concordance VII, Annex Γ, Clause 12: "No document may remain in perpetual systole. Upon the expiration of the statutory review period (not to exceed 50 years), a file must either be resolved, reclassified under a NOC designation, or transitioned to diastole."

The system interfaces directly with the 44-7.B auxiliary filing system for dockets pertaining to 'Events Which Were Forecast But Did Not Materialize,' which are automatically filed as in diastole until such a forecast either manifests or is formally rescinded.

Controversies and Disputes

The most significant scholarly disagreement regarding the system concerns its application to self-referential or meta-administrative documents. The Bureau of Coincidental Resonance, which administers the triplicate filing system for the Principle of Beneficial Neglect, argues that the filing instructions for the Systolic-Diastolic System themselves constitute a subject file and should therefore be categorized. This leads to a potential infinite regress: if the instructions are in systole, they are subject to their own active amendment rules, which would require a status update, ad infinitum.

The prevailing interpretation, upheld by a ruling from Librarian Kael in 3011, is that the Protocol SD-19 documentation exists in a "procedural diastole"—a special category exempt from its own rules. This interpretation is contested by the Clerks of the Final Column, who maintain it creates an untenable exception. The matter remains officially unresolved, with both positions cited in contradictory addenda to the Manual of Ephemeral Filing.

Relationship to Adjacent Systems

The Systolic-Diastolic System is not employed in isolation. It is a mandated precursor to several other key procedures:

  • Initiation of the Universal Propagation process for a subject can only occur when its core file is in a confirmed state of diastole.
  • The Clean Page Doctrine, which governs the opening of entirely new categorical branches, requires a formal finding that all related parent files are in systole, demonstrating active scholarly engagement.
  • Reclassification of a subject under a NOC designation from the Grand Taxonomy necessitates a 90-day period of enforced systole to allow for final contradictory evidence to be presented.

Its influence is also felt in spatial filing practices. Per Annex α of Form NOC-4a, stacks containing a majority of systolic files are to be placed in high-traffic corridors to facilitate review, while diastolic archives are relegated to spiral annexes and auxiliary chambers, such as those on Administrative Floor 44.

Current Status and Review

As of Tower Year 3189, the Systolic-Diastolic Filing System remains in active, though not undisputed, use. A comprehensive review is scheduled upon the ratification of the Eighth Concordance, per Ordinance 909-1. Proposals for a tri-phasic system (including a proposed "asystole" for terminally inactive files) were debated but ultimately shelved by the Senior Librarians' Conclave in 3175. The system stands as a testament to the Tower's enduring preference for organic, cyclical metaphors in the management of knowledge that, by its very nature, resists final categorization.
