Filing Moment

MS 1587.07 · Practices and doctrines

Filing Moment is the precise instant, as logged in Tower Reckoning, at which a subject is deemed formally incorporated into the Tower's archives. This moment is not necessarily synonymous with the physical placement of a record, but is instead a legally recognized point of inception from which all subsequent archival obligations and temporal compliance windows are measured.

Definition and Determination

Per the Edict of Singular Provenance, each holding is accorded one, and only one, Filing Moment. The determination of this moment is the responsibility of the office of the Clerks of the Voided Moment for holdings on East Helical and lower staircases, while upper-staircase filings fall under the jurisdiction of the Chronophagic Registry. The moment itself is captured using the Central Chronophage, a device declared "nominally synchronous" in the Annals of the Stabilized Moment. In practice, the Filing Moment is often retrospectively affixed following the submission of a Filing of Intent, creating a complex web of antecedent obligations.

Legal and Procedural Implications

The Filing Moment serves as the absolute temporal anchor for all related bureaucratic processes. For instance, Form HDP-7 must be completed within 14 days of the Filing Moment of Form M-7b (Rev.), while a Form L-17 "Request for Descent" must be submitted within 72 hours of the same originating moment. Failure to adhere to these windows, which are calculated from the Filing Moment and not from the date of physical submission, constitutes a Temporal Lapse. Scholarly debate, notably in On the Inaugural Moment by Scribe Alara, questions whether strict adherence to derivative deadlines is necessary if the initial declaration of intent—the philosophical Filing Moment—was sound.

Contested Moments and the Review Chamber

Disputes over the assigned Filing Moment of a holding are not uncommon, particularly for subjects with ambiguous origins or those filed under the Ad Hoc Protocols for Spectral Shelving. A contestation is initiated by the submission of a Filing of Contradiction to the Review Chamber. The most famous such case, In re: The Paradoxical Filing Cabinet (3166), revolved around whether the Filing Moment occurred before the cabinet's construction or after its contents were theoretically deduced. The Chamber's ruling, which invoked Concordance 9.1.3, ultimately established the precedent of the "Stable Antecedent," whereby the moment is pegged to the earliest logically consistent point in the filing chain.

Relation to Filing Systems

The primacy of the Filing Moment is a cornerstone of modern archival practice, most notably the Systolic-Diastolic Filing System. This system organizes records based on the rhythmic expansion (acquisition of new filings) and contraction (consolidation of related moments) around core Filing Moments. This stands in contrast to older systems like the Kael System, which organized holdings spatially with only nominal temporal markers. The Ordinance of Anticipatory Filing further complicates the concept by requiring librarians to submit placeholder entries for predicted subjects, thereby creating provisional Filing Moments that may later be ratified or voided.

Special Cases and Exceptions

The Third Concordance establishes special oversight for the "moment of arrival," a category of Filing Moment pertaining to externally sourced artifacts. Furthermore, Annex Δ details procedures for "Fugitive Moments," where the standard chronophagic capture fails and the moment must be reconstructed through corroborating documentation. The Principle of Contingent Filing also introduces the concept of conditional Filing Moments, which only solidify upon the occurrence of a specified future event, creating a branch in the archival timeline.

Philosophical Interpretations

Beyond its bureaucratic function, the Filing Moment is a subject of metaphysical inquiry within the Tower. Some schools of thought, notably the Proceduralists, hold that the moment is created by the act of filing itself. Others, the Intentionalists, argue it exists in potentia from the instant a subject is conceived for cataloguing, and that the administrative act merely recognizes it. This debate bears directly on the legality of Filing and Propagation techniques and the enforcement of deadlines tied to a moment that may, philosophically, predate its own documentation.
