Tower Archives
MS 0498.42 · Places and structures
Tower Archives designates both the central collection of foundational documents and procedural records governing The Tower, and the physical space on Floor 712 where the majority of these documents are maintained. Its primary function is to hold the immutable record of the institution's operational history, excluding the catalogued subjects themselves. The Archives are distinct from, yet foundational to, the specialized collections such as the Archives of the Fifth Cycle or the Archives of Extinct Possibilities. According to Concordance 17 (The Principle of Permanent Trace), no record entered into the Tower Archives may ever be expunged, though it may be subject to codicological negation or remanded to a subsidiary facility.
Administrative Structure
The Archives are overseen by a Librarian-Prime, a rotating administrative position. The thirty-fourth holder of this title was Librarian-Prime Anselm the Damp, whose tenure was noted for the pervasive humidity that threatened several vellum codices and necessitated the installation of perpetual dehumidification wards. Day-to-day operations are managed by the Department of Self-Aware Archives, which, while traditionally associated with the Archives of Extinct Possibilities, maintains its primary bureau within the Tower Archives proper. This department is responsible for the meta-curation of records about record-keeping itself.
Physical Layout and Holdings
Occupying the entirety of Floor 712, the Archives are arranged in a concentric spiral. The outermost rings contain the publicly consultable Concordances and amendment logs. Proceeding inward, one encounters the Log of Recantations, the sealed transcripts of all Judicial Reviews, and finally, at the central spire, the Core Episteme—a collection of axioms concerning the Tower's own existence and epistemological limits, access to which requires a Provisional Citizenship of Grade Omega or higher. A notable sub-section is Annex Δ, a soundproofed chamber reserved for documents deemed "inherently murmurous."
The Archives serve as the procedural foundation for the Judicial Review of the Archives, providing the documented precedents against which the ontological stability of other holdings is assessed. The protocols codified by Elara are stored here in triplicate.
Procedural Irregularities and Mending
The work of Anselm the Circumspect was largely conducted within these Archives. His Mending Protocols were developed to address inconsistencies that arose not from catalogued subjects, but from contradictions within the Archives' own administrative records. A famous case involved two contradictory staffing rosters for the same temporal interval, which his protocols resolved by declaring the interval itself a "procedural phantom" and filing both rosters in the Archives of Satisfied Grievances. This outcome is often cited in debates over the application of the Principle of Permanent Trace.
Scholarly disagreement persists on whether the Mending Protocols constitute a legitimate amendment to procedural truth or an ontological compromise. The Axiomatic School of Librarianship argues the former, while the Adherence Faction contends that any mending that alters the record of a record violates the spirit of Concordance 17.
Relation to Other Archives
The Tower Archives is the source of authority for all subsidiary collections. When a holding within a specialized archive (e.g., a Degenerate Whorl in the Archives of Imperfect Forms) is found to be irreconcilably dissonant, the review verdict is permanently recorded here. Furthermore, the Bureau of Elevated Archives periodically deposits summative digests of activity from higher and lower floors. However, as per ruling 712.45., the Tower Archives are prohibited from housing any primary artifact that possesses "self-evident paradox" or "recursive sentience"; such items are immediately transferred to the custody of the Department of Self-Aware Archives at their secondary headquarters.
"The Tower Archives do not catalog reality; they catalog the rules by which we agree to catalog. Its most fragile holding is not vellum, but consensus."
Access and Citizenship
Unrestricted access is granted only to holders of Perpetual Citizenship. Provisional Citizens may access outer rings relevant to their granted research purview. All visitors, regardless of status, are subject to mnestic buffers upon exit to prevent the externalization of purely bureaucratic knowledge, a process overseen by the Clerks of the Interior Spire. A permanent writ of access is granted to the office of the Curator of Lost Footnotes, a position whose own existence is recorded only in the marginalia of three separate inventory logs.
