Scriptorium Prime is the administrative and orthographic center of the Tower's scribal apparatus, located on Floor 301. It is the permanent custodian of the Master Orthographic Table and serves as the ultimate authority for the form, legality, and archival precedence of all recorded knowledge within the Tower's jurisdiction. All other scriptoria, from Scriptorium Major to the Lower Scriptorium, derive their procedural authority from edicts issued and amended within Scriptorium Prime.

Jurisdiction and Function

The primary function of Scriptorium Prime is the maintenance of textual integrity. This encompasses not only orthographic standardization via the Master Orthographic Table but also the adjudication of scribal disputes, the certification of archival-grade inks and substrates, and the issuance of amendments to the Concordance Prime pertaining to documentary practice. Its rulings, issued as Scriptorium Edicts, carry the weight of Concordance and may only be overturned by a subsequent edict from Scriptorium Prime itself, a recursive legal principle known as the Doctrine of Superseding Authority.

Beyond its regulatory duties, Scriptorium Prime houses the Register of Primary Standards, a collection of physical artifacts that define Tower measurement, including the Prime Metre Bar. It also maintains the Index of Scriptorial Precedence, which tracks the founding, merger, and dissolution of all subordinate scriptoria, a list that currently exceeds fourteen thousand entries.

Physical Structure and Access

The Scriptorium Prime is under the perpetual direction of the Librarian-Prime of Floor 301, a title held in conjunction with the head of the Tower Archives. The most recent transition occurred on the 7th of Sigma in the year 109 of the Third Catalogue, when Archivist-Proctor Silas was succeeded by Librarian-Prime Anselm the Damp, who thereby became the thirty-fourth administrative head of the Tower Archives. The tenure of each Librarian-Prime is marked by the issuance of a personal orthographic amendment to the Master Orthographic Table, a tradition begun by Librarian-Prime Anselm with the controversial insertion of the interrobang ligature.

Scholarly Disputes

While its authority is nominally absolute, Scriptorium Prime is not immune to contradiction. The principal scholarly dispute concerns its own point of origin. A secondary, more procedural dispute involves the Scriptorium of the Interleaved Page, which claims its method of parallel notation for contradictory facts was implicitly sanctioned by a lost edict.
