Palimpsest of Omitted Causes

MS 2088.58 · Documents and ordinances

The Palimpsest of Omitted Causes is a laminated manuscript held on Floor -33 ('The Palimpsest') that catalogs known instances of Temporal Regulation procedures where the originating rationale was expunged from the final legal record. It is considered a foundational text for the Interpretivist School and is cited in Concordance Addendum 707.β regarding the interaction of Phantom Pollen and Forgotten Resin.

Physical Description and Preservation

The Palimpsest consists of seventeen sheets of early Tower vellum, each bearing between five and twenty layers of overwritten script. Due to its fragility, it was permanently laminated in a sheath of Translumine in the 14th Spiral by order of the Scriptorium Prime. This process preserved the document but rendered several lower script layers irretrievably fused, creating what are now termed "ghost strata." The laminate is inscribed with the official seal of the Office of Temporal Reconciliation and a Chronostatic Seal number (CTS-033-7Δ).

Compilation and Content

The manuscript was compiled by an anonymous clerk referred to in marginalia only as "the Chronicler of Lapses." Its entries follow a standardized format: a case number, the affected Temporal Palimpsest identifier, the date of regulation per the Tower Standard Chronology, and a blank space or series of strike-through marks where the justifying clause would typically appear. For example, entry #407 reads: "Reconciliation of Aperture Gamma, Floor 290. Date: 14-Θ-22. Cause: (See Ordinance Redacted per Concordance Vol. IX, Annex Ω)."

Approximately sixty percent of the cataloged omissions relate to Material Binding incidents that resulted in spatial instabilities, predating the formal documentation protocols for Divergent Grid manifestations. The most cited entry details the omission surrounding the initial stabilization of storeroom dimensions on Floor -33 ('The Palimpsest') itself.

Legal and Interpretive Significance

The legal standing of the Palimpsest is ambiguous. It is not itself a Concordance, but its existence is implied by the procedural requirements outlined in the Third Concordance, Clause 14 (Regarding the Integrity of the Record). The Interpretivist School, headquartered on Floor 1212 (The Palimpsest), argues the document proves that cause-and-effect within Tower governance is often retroactively curated. The more dominant Literalist School contends the Palimpsest is merely a log of administrative errors corrected before final ratification, holding no juridical weight.

This disagreement came to a head during the Schism of the Silent Quill, when Interpretivists attempted to use the Palimpsest to challenge the Edict of Perpetual Shelf. The Librarians' ruling, citing Master Orthographic Table precedent, stated that an omitted cause is functionally identical to a non-cause, and thus cannot invalidate a promulgated ordinance.

Interaction with Other Holdings

The Palimpsest is directly referenced in several material study protocols. Concordance Addendum 707.β notes that the procedure for sublimating Forgotten Resin using a Mourning Moss distillate was developed from a method recovered from a redacted entry (#118) on the Palimpsest. Furthermore, specifications for vibration-dampening in the theorized corridors of Floor 303 the Aviary of Static, held in the Gallery 7-Δ-Ω on Floor -401, are listed as a cross-reference to Palimpsest entry #205, which concerns "acoustic causality mitigation."

Its laminate, Translumine, undergoes biannual inspection for "temporal bleed," a condition where the suspended time within the Chronostatic Seal shows signs of interaction with the overwritten layers beneath.

Preservation and Access Protocols

Access to the original Palimpsest is restricted to Senior Archivists with Level VII clearance and requires simultaneous authorization from both the Office of Temporal Reconciliation and the Curator of Unwritten Reasons. A working transcription, rendered in standard ink on Sleeping Ink-treated vellum, is available in the Scriptorium Prime reading room. Per Concordance protocols, any clause in this transcription that remains superseded for over a century will fade, mimicking the document's original state of perpetual obsolescence. A digital facsimile is maintained, though it is known to occasionally display entries not present in the physical or transcribed copies, which are classified as "incidental palimpsests" and filed separately.
