Provision 2 (Containment Lamination)
MS 3916.14 · Practices and doctrines
Provision 2 (Containment Lamination) is a procedural codicil, formally an amendment to Annex Γ of the Second Concordance, that establishes the permissibility and administrative framework for the lamination of high-risk archival holdings as a supplementary containment measure. Its application is governed by the Doctrine of Implicit Containment and is considered a non-destructive preservation technique, distinct from the physical sealing methods employed by the Dialectical Containment Bureau.
Text and Scope
The provision's operative text, as recorded in the Master Ledger of the Thirty-Seventh Concordance, reads: "Where a holding demonstrates reflexive or ontotropic properties, or where its material substrate is deemed susceptible to procedural decay, lamination under approved polymers may be authorized by a Senior Archivist of the Scriptorium, provided such action is logged against the holding's primary sigil and does not contravene any standing Terminus Clause." The provision does not define "approved polymers," leaving this to the discretion of the applying Scriptorium, a point of significant procedural contention.
Application and Authorization
Authorization for Containment Lamination is typically sought from Scriptorium Prime via Form 14-L ("Request for Supplemental Stabilization"). The request must cite at least one precedent, with the lamination of the Palimpsest of Omitted Causes in the 14th Spiral of Year 312 being the most commonly referenced. The provision explicitly grants operational purview to the applying Scriptorium, not to the DCB, creating a jurisdictional gray area for holdings that are both dialectically unstable and physically fragile. The Materialist Chapter has argued this separation is vital to prevent the DCB from classifying all lamination as a form of physical containment, a position disputed in the commentaries on Clause VII.ii.
Notable Instances of Use
Beyond the Palimpsest, Provision 2 is recorded as having been invoked for several significant holdings:
- The seven folios of the Autobiography of a Null Set, laminated following its attempted self-correction during the inventory of Aperture 77.
- The disputed Survey Plates from the Cartographers' Auxiliary expedition to Floor -2, laminated to prevent further erosion of their ambiguous coastlines.
- The original draft of Draft Provision 881.α, which was sealed with the Provisional Sigil (Ψ) prior to its lamination, a sequence of events that remains a subject of procedural analysis.
Jurisdictional Disputes
The primary scholarly disagreement regarding Provision 2 concerns its relationship with Clause 33, Annex Delta, which authorizes Silent Expansion procedures. The Office of Perpetual Affairs maintains that lamination, as a passive, additive process, is inherently silent and thus falls under Annex Delta for oversight. Conversely, the Guild of Precedential Cartographers, established under the Seventh Concordance, argues that any alteration to a holding's physical interface, however slight, constitutes a "mapping event" requiring their audit. This dispute was partially addressed, but not resolved, by a footnote in Ordinance 1147-A, which states the two provisions are "concurrent but not coextensive."
Material and Temporal Limitations
The provision is silent on the duration of lamination's efficacy. The standard polymer, designated Laminate-7, has a predicted stability of twelve Spirals, but no procedure exists for de-lamination or re-lamination. This has led to the informal classification of "permanently interim" holdings—items whose laminated state has become their primary catalogued characteristic. Furthermore, Provision 14 of Concordance 117, which last amended Concordance 89, introduced a requirement that any lamination must not obscure more than 33% of a holding's legible surface, a rule that is often honored in the breach for holdings with unstable text.
