The Justification Matrix
MS 1825.60 · Documents and ordinances
The Justification Matrix is the regulatory schedule, maintained under the Third Concordance, that fixes the categories into which an Originating Rationale must fall before it may be entered on a Factual Matrix. It is held in the Chamber of Recursive Justification and amended by the Academy of Recursive Jurisprudence, which shares its application with the Academy of Provisional Knowledge. The Matrix does not judge whether a rationale is true. It judges only whether the rationale is of a kind that may be offered at all, which the Academy has repeatedly held to be a different question and, on at least four occasions, a more urgent one.
Structure of the Matrix
The Matrix is laid out as a grid of cells, each cell bearing the name of a permissible rationale together with a citation to the relevant node of the Grand Taxonomy. There are, at present, one hundred and nine occupied cells and eleven which have been left blank since the recension of 4 Elul 2,041, when the Academy removed four categories pertaining to weather and could not agree on replacements. A rationale entered in a blank cell is not rejected; it is held in suspension until the next recension, and in one instance was held for thirty-one years.
Each cell carries a minimum of three subclauses, and no cell may be cited without its subclauses. Clerks of the Bureau of Provisional Metadata have long complained that this arrangement makes the Matrix easier to enter than to leave, a formulation the Bureau has never withdrawn.
The Threefold Entry Rule
Entry to the Matrix proceeds under the rule set out in Third Concordance, Annex 4, which requires that every rationale be classified before it is justified. The order is not reversible. When the School of Operational Necessity attempted in 2,087 to justify a series of floor surveys in advance of classifying them, the resulting filings were returned unopened and remained unopened for nine years, at which point the surveys had been completed and the question had become historical.
"A rationale shall not be permitted to precede its own classification, nor to survive it unaltered."
— Third Concordance, Annex 4, clause 6
The Chamber of Recursive Justification oversees the execution of this workflow, confirming that each amendment remains aligned with the Matrix as it stood on the day of filing. Because the Matrix is amended more often than it is read, alignment with the Matrix as it stood on the day of filing is frequently impossible to establish, and the Chamber maintains a separate register of filings that were aligned with a version of the Matrix no longer extant.
Jurisdictional dispute with the Authorization Matrix
The Matrix's relationship to the Authorization Matrix is governed by the rule that an Authorization Matrix must cite a validated Justification Matrix, lest it authorize what it cannot justify. The Skeptical Cartographers' Guild has argued since the winter of 2,102 that this arrangement is circular, since validation of a Justification Matrix requires an Authorization Matrix to request it. The Academy of Recursive Jurisprudence has answered that the circle is not a defect but a seal, and that a seal which does not close is not a seal.
The dispute is not merely doctrinal. In the winter of 2,102 the Guild submitted forty-one surveys accompanied by rationales entered under the cell for observed necessity, a category the Academy had retired eleven days earlier. The Academy declined to hear the surveys but accepted the rationales, on the ground that a retired cell retains its validity for filings already in transit. The Guild has since filed everything by hand-delivery and has petitioned for a ruling on what constitutes transit. No ruling has issued.
Notable amendments
The most litigated amendment remains the seventh, which inserted the cell for institutional precedent and thereby permitted a rationale to rest on an earlier rationale of the same kind. Clerk-Registrar Aldwine of the Ninth Landing objected that the cell admitted an infinite regress and that the Matrix would shortly justify itself. The Academy replied that the Matrix had justified itself in 2,019 and that the practice had caused no difficulty. Aldwine's objection is preserved in the register under the heading Reservations, unfounded, a heading he did not choose and which he petitioned three times to have changed, the third petition being granted and the heading amended to Reservations, unproceeded.
The most recent amendment, the thirty-third, added a cell for ritual sufficiency at the request of the Ordo Claviger, who required a category for rationales grounded in the correct performance of a thing rather than in its result. The Academy accepted the cell on the condition that ritual sufficiency not be cited in matters of measurement. The Ordo has observed that all matters are matters of measurement and has so far declined to withdraw.
Consultation and certified copies
The Matrix may be consulted by any Librarian in good standing on floors bearing an odd number, provided the consultation is entered in the floor's day-book before it begins. Certified copies are issued only by the Chamber, only in the presence of two clerks, and only to replace a copy previously certified and subsequently lost. The Chamber does not accept that copies are mislaid; it accepts that they are unlocated, a distinction that requires the applicant to state, under seal, the last floor on which the copy was certainly present.
The eleven blank cells remain the subject of the longest-running inventory dispute in the Chamber's records. The Academy holds that a blank cell is not an absence but a holding, and may be cited as such. The Bureau of Provisional Metadata holds that a blank cell cannot be cited because it has no Grand Taxonomy node to cite to. The question has been referred to the Interlocutor Matrix and, from there, to no one.
