Shifting Gallery

Definition and status
Shifting Gallery is the collective archival designation for a class of architectural features that are present at a location only intermittently, and whose catalogue entries therefore describe them by itinerary rather than by fixed coordinates. The term appears in three distinct senses in current use, and the Tower has never succeeded in retiring any of them: the designation may refer to a non-permanent feature of Floor 22, to the Shifting Galleries assessed under Concordance 71, or — most loosely — to any passage in which the distance between two doors has been observed to change without either door moving.
Concordance 71: On Architectural Anomalies, 4th Revision supplies introductory notes that define the Shifting Gallery "for archival consistency," a phrase whose exact force has been litigated at least four times. The Concordance does not settle which of the three senses is primary. Its prefatory note states only that the Gallery "shall be where the record says it was, and shall be there again on request."
Behaviour and measurement
The defining property of a Shifting Gallery is not motion but revisability. An ordinary corridor that is walked twice gives the same measurement twice. A Shifting Gallery gives a measurement, and then gives a second measurement, and the archive is required to hold both. The Seventh Helical Gallery and the Barometric Gallery have between them accumulated some nine hundred such paired measurements, none of which has been struck from the record; the archivists regard deletion as a claim about the future.
Annexes that attach themselves to a Shifting Gallery are handled under the Algorithm of Shifting Annexes, whose outputs are interpreted at the Shifting Galleries of the eastern stack. Practically, this means a reading desk may be recorded on a Monday as being eleven paces from a window and on a Wednesday as being four, with both entries certified correct and neither annotated.
"A Gallery that moves is a nuisance. A Gallery that moves and insists it has not is an administrative matter, and administrative matters have hours."
— Concordance 71, Annex 3, marginal note in the hand of an unrecorded scribe
The Whispering Gallery and the provisional Laws
The best-documented instance is the feature associated with Floor 22, which serves as a transitional zone between that floor's sectors and, in the assessment of most surveyors, is not a room at all. Its proximity to the Gallery of Unenacted Laws has been the subject of repeated study, because unenacted Laws held near a Shifting Gallery acquire what the record calls provisional solidity — a quality in which a statute that has never been passed nonetheless occupies shelf space, is dusted, and may be cited in argument, though not enforced.
Archivist-Lieutenant M. Kael recorded a 40% increase in provisional solidity among the Laws when the Shifting Gallery bordered the Gallery of Unenacted Laws, a finding published in the Lieutenant's survey of Cycle 5,441 and never replicated. Kael attributed the discrepancy to the Gallery having moved between the original survey and the attempt to repeat it, which the Curia of Shifting Context accepted as a sufficient explanation and which no one since has been able to disprove.
Incidents and rulings
Filing galleries within a Shifting Gallery are designated under the lettered Concordances; Gallery 22-D, on the twenty-second horizontal register of the eastern stack, is the standard example and the only one whose designation has never been challenged. The same cannot be said for the wider class. The Schism of the Shifting Stacks arose in Cycle 5,439 over whether a stack that shifted while being counted had been counted once or twice; the Incident of the Shifting Stacks three cycles later was the same dispute with a fire in it. The Curia of Shifting Context divided administrative authority over the Shifting Corridor in 5--995, a division that has proved permanent and, by some readings, deliberate.
Adjacent apparatus has fared no better. The Shifting Corridor of the West Wing was the subject of the Shifting Corridor of the West Wing Event, and the Crisis of the Shifting Stair was eventually resolved by the Inquest of the Shifting Stairwell in Cycle 5,442, which found that the stair had not shifted but that the inquest's own surveyors had, and declined to say which of them. The Whispering Gallery Precedent remains the controlling authority on whether a Gallery may be said to exist while unobserved; its holding is that the question is "improperly framed and, in any case, unfalsifiable," and it has been cited in every Shifting Gallery dispute since.
Scholarly disagreement
The central dispute concerns continuity. The continuant school, strongest in the scriptoria of the lower mezzanines, holds that a Shifting Gallery is a single Gallery that relocates, and that its identity survives its absence. The successionist school holds that each appearance is a separate Gallery of identical description and that the archive should record a series, not a thing. Under successionism, the 40% solidity increase recorded by Kael is not a change in the Laws but a comparison between two unrelated stacks.
Successionism has the advantage of explaining why the Calipers were needed in the Shifting Corridor on Floor 451 — that is, the Gallery of Receding Perspectives — and the disadvantage of implying that the Tower's inventories contain several thousand more objects than the Tower possesses shelves. The Librarians have declined to rule. The current practice is to record the question in the entry margin and proceed.
Visiting
Visitors are asked to note their entry time at the desk of the Atrium of Shifting Perspectives and to remain in the Gallery until they have done so. Desks are not issued twice in the same day.
