Gallery of Unenacted Laws
MS 0483.11 · Places and structures
The Gallery of Unenacted Laws is a sub-sector of the Whispering Gallery on Floor 22, formally designated Annex 22-Γ. It catalogues proposed amendments, supplements, and procedural revisions to the Axiomatic Foundation and the various Concordances that were drafted, debated, but never formally ratified. Its primary holdings are legal potentials, preserved in a state of arrested development.
“The space between a proposal’s drafting and its ratification is a realm of profound instability, pregnant with administrative consequence. The Gallery does not house failures; it curates alternate administrative realities.”
Physical and Jurisdictional Character
The Gallery is architecturally defined by a series of long, low-ceilinged aisles lined with sealed drafting tables. Each table is assigned to a specific lapsed proposal, and upon it rests the original drafting instruments, sheafs of annotated vellum, and the empty wax-seal imprint of the office that would have enacted it. The air is notably still and scentless, a condition maintained by ordinance (Annex 22-Γ, Clause 4). Jurisdiction is contested, falling under the nominal oversight of the Seventh Helical Gallery but subject to frequent procedural audits by the curators of the Whispering Gallery proper, who claim it as a subsidiary Unfixed Perspective.
Notable Holdings
The Gallery’s catalogue is organized by the legislative body that failed to enact the contained law. Major collections include:
- The Committee of Spatial Ethics Drafts (12 items): Including the controversial “Ordinance of Reciprocal Doorways,” which would have required all newly constructed portals to open simultaneously into their destination and point of origin.
- The Guild of Theoretical Mechanics Proposals (47 items): Primarily concerning the regulatory status of Theoretical Wings and other non-actual aerodynamic entities. The failed “Act for the Standardization of Implied Lift” is particularly voluminous.
- The Caldera of Amendment Shadows: A sealed chamber containing seventeen distinct, mutually exclusive versions of what would have been the Seventh Concordance, Section 7.3, each extrapolated from a different contested reading of its predecessor, Section 7.1.
The Obsidian Decree Discovery
The Gallery's most significant recent event was the 22-12/MK excavation, led by Archivist-Lieutenant M. Kael. While surveying a blocked anteroom listed as containing “drafts pertaining to mineral-based jurisprudence,” Kael’s team discovered the physical artifact known as the Obsidian Decree. The Decree, a slab of polished black stone inscribed with unalterable text, presented a paradox: it was a fully “enacted” law possessing all formal attributes of ratification, yet it had no record in any Concordance or administrative log. Its presence among unenacted drafts was, and remains, a profound archival anomaly. The discovery report (File 22-Γ/447.b) triggered a reclassification dispute between the Department of Structural Verifications and the Whispering Gallery’s own curators, a dispute cited as a secondary cause in the subsequent Incident of the Wandering Gallery.
Procedural and Axiomatic Debate
The ontological status of the Gallery’s contents is a point of sustained scholarly contention. The prevailing “Potentialist” school, championed by the Seventh Helical Gallery, argues that an unenacted law retains a measurable administrative potential-energy, which the Gallery passively contains. The rival “Nullity” school, often associated with auditors from the Vault of Unfinished Business, holds that the drafts are mere informational residue with no more substantive reality than the Sounds of Unwritten Prefaces; they argue the Gallery is functionally a specialized waste-processing annex. This debate directly impacts resourcing and security protocols for the sector.
A further, more esoteric dispute concerns whether the act of cataloguing an unenacted law in the Gallery itself constitutes a form of quasi-enactment, granting it a minimal, localized reality within the annex’s bounds. Instances of temporary, self-resolving spatial inconsistencies near certain drafting tables (notably the one holding the “Edict of Transitory Cardinality”) are cited as evidence for this “Retroactive Implication” theory.
Current Administrative Status
Following the Obsidian Decree incident, the Gallery operates under Provisional Oversight Directive P-O/D-22.2. Access requires dual authorization from both the Seventh Helical Gallery and the Office of the Census of the Whispering Stacks. All new deposits of lapsed legislation are subject to a ninety-day review to ensure they are not, in fact, physical manifestations of unknown ordinances. The Gallery’s relationship to the broader phenomenon of receding reference materials is under investigation by a joint committee, though its findings are themselves overdue and thus, ironically, may become a future holding of the Gallery they were convened to study.
