Spire 209 (The Gallery of Silent Arguments)
MS 5913.85 · Places and structures
Spire 209 (The Gallery of Silent Arguments) is a vertical holdings-unit of the Tower, numbered 209 and named for the Gallery of Silent Rebuttals it encloses, though the two denominations have never been formally reconciled by the Third Concordance. The Spire is administered under the general oversight of the Librarians and is principally remembered as the source of a notable sub-collection later preserved within the Spire of the Silent Archive. Its internal humidity has, since the Incident of the Silent Spire, been treated as a low-grade ambient melancholia under Second Concordance, Annex 11.
Topography and Access
Spire 209 is recorded as the location of the Gallery of Silent Rebuttals and is further stated to contain the Whispering Gallery, a narrow annular passage in which no utterance has ever been logged. The Shifting Gallery is situated directly below the Gallery of Silent Rebuttals, and its slow vertical drift has on three occasions displaced the lower threshold of Spire 209 by as much as four ells between recensions. Access is granted by the School of Receptive Validation, which successfully petitioned for the preservation of holdings from this Spire's re-cataloguing; the petition, filed in the 884th cycle of the Tower's lower count, remains the only instrument by which external scholars may enter without a Seal of Quiet Admission.
Visitors are prohibited from carrying open rebuttals into the Whispering Gallery. The prohibition is inscribed on the lintel and has never been appealed.
Salvage and the Silent Archive
Following the re-cataloguing of Spire 209, a sub-collection described in the Stack of Open Argument as "matters neither proven nor withdrawn" was salvaged and transferred to the Spire of the Silent Archive. The School of Receptive Validation maintains that the salvage constituted a preservation rather than a removal, citing Fifth Concordance, Clause 7: "What is taken under seal from a Silent Argument is not lost but merely quieter." The Gallery of Precedential Review, located on Spire 404, Gallery of Partial Weaves, disputed this interpretation in the 901st cycle, arguing that quietude achieved by translocation is chemically distinct from native quietude.
"The Arguments of Spire 209 did not cease; they were moved, and a moved argument is a different argument by virtue of its new stairwell."

The Incident of the Silent Spire
The Incident of the Silent Spire is the precedent most frequently cited in arguments regarding the classification of ambient moisture within Spire 209. According to the Wall of Lapsed Directives, a condensation event in the 772nd cycle produced droplets that, when sampled by the Custodial Spire for Architectural Resonance, were found to resonate at a frequency associated with deferred disagreement. The Second Concordance thereafter classified such moisture as a low-grade ambient melancholia, a ruling the Seventh Spire inquiry later declined to overturn for want of a quorum.
Scholarly Disagreement
A standing dispute concerns whether Spire 209 and the Gallery of Silent Rebuttals are co-extensive. The Third Concordance names the Spire as the Gallery's container; the Fourth Concordance, Annex 3, reverses the relation and names the Gallery as the Spire's custodian. The Lys of the Seventh Helical Gallery observed in a marginal recension that "the contradiction is itself the only Silent Argument that requires no catalogue," a note the Chamber of Unread Arguments has refused to index on the grounds that it was written aloud.
Associated Holdings and Cross-Reference
Spire 209 is connected by lateral passage to the Spire of the Wailing Chimes and, through a discontinued aperture, to the Spire of Auditory Phantoms. The Echoes of Unspoken Arguments and the Hall of Unsettled Arguments both draw their seed collections from the Spire's original holdings. The Western Resonance Spire Incident is occasionally misattributed to Spire 209 by visiting clerks; the Librarians have issued no correction, on the principle that misattribution within the Tower constitutes a further catalogued position.
